The Federal Contracts Administrator is tasked with overseeing the entire lifecycle of federal contract management. Key responsibilities include:

  • Independently managing extensive and intricate federal contracts.
  • Providing contractual guidance to project teams and managers.
  • Ensuring adherence to various regulations, policies, and contractual obligations.
  • Identifying contractual responsibilities and implementing risk mitigation strategies.
  • Supervising, mentoring, and training Contracts Administrators and Specialists.
Key Responsibilities

As part of your role, you will:

  • Assist technical teams in selecting suitable acquisition methods based on project needs.
  • Draft, amend, and execute purchase orders, subcontracts, and agreements with independent consultants.
  • Engage with clients, subcontractors, and vendors regarding salary requests, travel arrangements, consent to subcontract, and other contractual issues.
  • Prepare procurement documentation, including RFQs/RFPs, evaluation memos, negotiation records, and justifications for sole sourcing.
  • Conduct assessments for commercial items required for the procurement of goods and services.
  • Ensure compliance with government contracting standards throughout projects.
  • Provide support to Project Managers and global field offices by offering insights on contractual obligations.
  • Oversee the initiation and closure of contracts for global projects.
  • Analyze costs and pricing of subcontractor bids and proposals.
  • Negotiate terms for subcontracts and client budgets.
  • Train field office personnel to manage project inventories and guide them on equipment disposition during project closures.
  • Continuously seek opportunities to enhance the efficiency of the Contracts department's processes.
  • Assist the Contracts Director in the annual review and updates of manuals, training materials, and templates to align with changes in internal policies and client regulations.
  • Conduct annual audits of procurement and contract files in both home and field offices, providing solutions to identified weaknesses.
  • Support the Senior Contracts Manager in performing quarterly internal reviews of subcontract files.
  • Deliver training on procurement and contracts to Project Managers, business development teams, and field office staff.
  • Offer contractual advice to junior members of the Contracts team and oversee the work of Contracts Administrators and Specialists.
  • Manage government small business reporting and ensure that small business goals are met for global projects.
  • Supervise junior team members and support audit processes.
  • Be prepared for occasional international travel to developing regions as needed.
Minimum Qualifications
  • Bachelor's degree, preferably in International Development.
  • A minimum of 7 years of relevant experience.
  • Experience with federal government contracting, ideally with USAID and other donor agencies.
  • Background in financial and project management.
  • Comprehensive understanding of the Federal Acquisition Regulations and USAID Acquisition Regulations.
  • Strong attention to detail and excellent communication skills.
  • Proven ability to manage multiple tasks in a fast-paced, deadline-driven environment.
  • Exceptional negotiation and budgeting capabilities.
  • Advanced proficiency in Microsoft Excel and familiarity with Word.
Preferred Qualifications
  • Fluency in a foreign language.
