Position Overview:

The City of Richmond's Community Development Department is seeking a Lead Permit Processing Specialist. This role is pivotal in guiding the Permit Technicians by organizing and allocating the unit's workload, overseeing and evaluating work quality, while also engaging in permit processing tasks.

Key Responsibilities:
In this capacity, the Lead Permit Processing Specialist will:

  • Provide training and mentorship to both new and existing personnel to guarantee efficient service delivery to permit center clients.
  • Assist in the transition to a new permitting software system, contributing to the establishment of standard operating procedures for the permitting workflow.
  • Exercise leadership over Permit Technicians and support staff, planning, assigning, and reviewing work for accuracy and thoroughness.
  • Engage with the public at the front counter and via phone, addressing inquiries related to building and development review and permit requirements.
  • Coordinate plan reviews, monitor project submissions, and ensure consistency in plan check comments.
  • Evaluate permit applications and construction plans for completeness and compliance with relevant codes and regulations.
  • Serve as a liaison for developers, facilitating communication between City building services and design review staff.

Qualifications:
Ideal candidates will possess:

  • Strong communication and time management skills.
  • A solid understanding of plan check, zoning, code administration, and permit approval processes.
  • Experience in coordinating or leading special projects.

Compensation and Benefits:
The annual salary for this position can reach up to $100,105, along with an approved Cost of Living Adjustment. The City offers a comprehensive benefits package including medical, dental, vision, paid vacation, holidays, and retirement contributions.

Education and Experience:
A high school diploma supplemented by specialized training related to building codes and four years of relevant experience in building permit processing or related fields is required. A Permit Technician certificate from the International Code Council is also necessary.
