Position Overview: The City of Richmond's Community Development Department is seeking a Lead Permit Processing Specialist. The selected candidate will be instrumental in training both new and current personnel to ensure high-quality service delivery to our permit center clientele.

Key Responsibilities:

  • Provide leadership and direction to Permit Technicians and support staff, ensuring tasks are planned, assigned, and reviewed for accuracy and completeness.
  • Conduct training sessions for staff on Permit Center processes, assist in resolving issues, and contribute to performance evaluations.
  • Assist the public at the front counter and through written or telephonic communication regarding building and development review and permit requirements.
  • Coordinate plan reviews and monitor project submissions, ensuring consistency in plan check comments and facilitating discussions with applicants.
  • Review and assess permit applications, construction plans, and supporting documents for compliance with relevant codes and regulations.
  • Perform technical evaluations of various building permit applications and materials, approving routine over-the-counter permits.
  • Act as a liaison for developers, coordinating actions and workflows within the Planning & Building Department and with external agencies.
  • Maintain comprehensive records of permit-related files, data, and documents, ensuring accurate data entry and organization.
  • Research and compile information regarding building and planning issues, preparing reports and summaries as needed.

Qualifications:

The ideal candidate will possess:

  • Exceptional communication and time management skills.
  • A solid understanding of plan check, zoning, code administration, and permit approval processes.
  • Experience in leading or coordinating special projects.

Education and Experience:

Applicants should have a high school diploma supplemented by specialized training related to building codes, along with four years of relevant experience in building permit processing or planning for a public agency.

Licenses and Certifications:

Possession of a Permit Technician certificate from the International Code Council is required, with ongoing maintenance of certification expected.
