Job Responsibilities

The Department of Environmental Quality (DEQ) is in search of a capable individual to systematically input permit data into the CEDS Database on a daily basis, ensuring that the system remains up-to-date for PEEP concerning VDOT initiatives. Utilize PEEP to confirm that permit issuance milestones align with departmental objectives and targets. Provide assistance with CEDS-related data inquiries for programmatic and operational reporting. Regularly scan and upload project documentation into ECM. Undertake additional document management duties as required. Support responses to VDOT projects submitted for evaluation through the SERP process. Aid in maintaining the VDOT Monthly Spreadsheet for minor projects. Collaborate with VWP project managers on administrative tasks, including communication with other state agencies and the public.

Employ technical and analytical skills to assess applications for water protection permits, evaluating impacts on wetlands, water quality, aquatic life, and beneficial uses of State waters. Draft permit conditions within the timelines established by VWP regulations. Engage in public outreach, meetings, and hearings related to VWP permits. Assist in the preparation of permits within designated timeframes. Conduct site inspections for issued permits and prepare site visit reports, issuing warning letters when necessary. Review monitoring reports and track compliance with permit conditions, providing support to VWP project managers and enforcement specialists when projects are referred to DEQ enforcement.

Minimum Qualifications

• Comprehensive knowledge of state and federal wetlands legislation and public participation guidelines.
• Proven ability to communicate and negotiate effectively, both verbally and in writing.
• Demonstrated capability to present to large and diverse audiences.
• Proficient in utilizing computer systems and software, including Microsoft Office applications.
• Familiarity with state and federal wetlands laws and regulations, public participation processes, DEQ permitting policies, and principles of wetland and aquatic ecology.

Additional Considerations

• No specific licensure or certification is required; certifications such as Wetland Professional in Training (WPIT), Professional Wetland Scientist (PWS), Professional Wetland Delineator (PWD), and Erosion & Sedimentation Control Inspector are advantageous.
• A combination of education or training with significant coursework in environmental science, biological sciences, wetland ecology, natural resources management, soil science, or related fields, or a blend of education and experience demonstrating an equivalent technical background in aquatic biology, hydrology, botany, wetland ecology, soil science, or environmental science.
• A valid state driver's license is mandatory.
