Environmental Quality Permit Specialist

Job Responsibilities
The Department of Environmental Quality (DEQ) is in search of a skilled individual to manage and input permit data into the CEDS Database on a daily basis, ensuring that the system remains up-to-date for VDOT projects. This role involves utilizing PEEP to guarantee that permit issuance milestones align with departmental objectives and targets. The selected candidate will assist with data requests related to CEDS for operational and programmatic reports, as well as scan and upload project documentation into ECM regularly.
Additionally, the technician will support responses to VDOT projects submitted for evaluation through the SERP process and maintain the VDOT Monthly Spreadsheet for smaller projects. Administrative support will be provided to VWP project managers, including communication with state agencies and the public.
The role also requires technical and analytical skills to assess applications for water protection permits, evaluating their impacts on wetlands, water quality, and aquatic life. The technician will prepare draft permit conditions within the specified timeframes outlined in VWP regulations and participate in public outreach initiatives, meetings, and hearings related to VWP permits.
Minimum Qualifications
• Comprehensive knowledge of state and federal wetlands legislation and public participation guidelines.
• Proven ability to communicate and negotiate effectively, both verbally and in writing.
• Experience in delivering presentations to diverse audiences.
• Proficiency in utilizing computer systems and software, including Microsoft Office.
• Familiarity with wetlands laws, public participation processes, DEQ permitting policies, and principles of wetland and aquatic ecology.
Additional Considerations
• No specific licensure or certification is required; however, certifications such as Wetland Professional in Training (WPIT), Professional Wetland Scientist (PWS), Professional Wetland Delineator (PWD), and Erosion & Sedimentation Control Inspector are advantageous.
• A combination of education or training in environmental science, biological sciences, wetland ecology, natural resources management, soil science, or related fields is preferred, or equivalent experience demonstrating a technical background in aquatic biology, hydrology, botany, wetland ecology, or environmental science.
• A valid state driver's license is mandatory.
