Job Summary

We are seeking an experienced Analysis professional to lead Performance Analysis Reporting in support of the Royal Navy. The successful candidate will be responsible for delivering data-driven decision making at senior level, working closely with subject matter experts to analyze complex datasets and provide expert analysis support to aid decision making.

Key Responsibilities
  • Analysis - Review and analyze data, portfolio information, and wider data sets to identify options in sophisticated problems, support the analysis of systemic issues, and command performance for senior-level reviews.
  • Build a portfolio analysis and reporting process to support senior boards, understanding the wider context and impact of decisions on programs entering the Navy's portfolio.
  • Stakeholder Management - Effectively engage and build successful working relationships with a wide range of partners, including other areas of Defence and Head Office.
  • Collaboration & Innovation - Engage with wider MOD communities to develop new products and analysis to improve evidence-based decision making, including support for the development of vital management information tools.
  • Deliver Recommendations - Produce informed, balanced conclusions and recommendations, including visual aids to support senior leadership in making effective decisions at relevant reviews and accurate Head Office and external reporting, where required.
  • Deputise for 1st Reporting Officer as and when required.
  • Direct Line Management of one or two C2/HEO roles that directly supports the work for the responsibilities outlined above.
  • Provide clear direction to the team in the delivery of their outputs, while empowering staff to fulfill their potential.
  • Maintain consistent progress on their continuous development as a data management/data analytics professional.

The ideal candidate will bring the following skills and experiences:

  • Proven ability of:
    • Good qualitative and quantitative analytical skills: ability to assimilate large quantities of information from multiple sources and manipulate data to provide informative conclusions.
    • Strong oral and written communication skills, with the ability to identify and flex to the needs of different audiences, and to convey complex issues concisely and effectively to facilitate decision making.
    • Building effective collaborative partnerships, maintaining their confidence, and influencing them.
    • Develop and lead their team to deliver results at pace through empowerment and upskilling.
    • Demonstrate resilience; to maintain performance when under pressure and to remain focused even when things do not go smoothly.
    • Continuously improve through implementing innovative solutions and more effective ways of working.
    • Ability to manipulate and interpret data to support effective decision-making processes.
    • Work with complex (and sometimes conflicting data) in order to isolate key facts, discern trends, and draw implications.

    • Ability to work flexibly and overcome challenges, often under time pressure.
    • Strong organisational skills, with a keen awareness of audience and ability to collaborate.
    • Daily use of Microsoft Office Products and other relevant IT Systems.
    • A numerate degree, or evidence of an equivalent level of numeracy, and/or membership/accreditation with an appropriate professional society, for example, Operational Research Society.
