Position Overview:
The EOAA Systems Analyst is responsible for critical operations and the development of lifecycle maintenance planning and configuration management products, ensuring the availability of naval vessels for operational tasks and supporting the projected service life of the nation's surface fleet.
Key Responsibilities:
- Conduct technical planning, system integration, verification and validation, cost and risk assessments, and supportability analyses for comprehensive systems. Analyze all phases of total system products, including concept, design, fabrication, testing, installation, operation, maintenance, modernization, and disposal. Ensure the systematic incorporation of maintenance requirements into total availability solutions while adhering to technical, schedule, and cost constraints.
- Standardize cost data collection and reporting for SURFMEPP. Distribute, collect, and analyze cost-related data requirements across departments, facilitating the consolidation of cross-departmental data requests. Monitor standard job-related man-day estimates at the hull level.
- Provide recommendations for process improvements based on performance metrics and analysis of standard jobs and end-of-availability data. Maintain and analyze maintenance cost history and trends for all surface vessels. Offer process enhancement suggestions to the Engineering Department to optimize maintenance planning and execution. Deliver data analysis training to Port Engineers for developing Maintenance and Modernization Business Plans (MMBP's) and Planning Boards for Maintenance.
- Gather, compile, and analyze data to produce graphs, charts, trends, and models based on assessments considering Total Ownership Costs (TOC). Develop presentations and benchmarks, recommending metric targets for improvement based on data analysis. Conduct weekly cost analysis briefings and provide recommendations related to successful ship repair maintenance availabilities and business operations of a naval repair facility.
- Represent the organization in meetings and conferences with government and private sector representatives to collect cost data and identify training needs. Engage with visitors from other installations and private industry to explain continuous maintenance production methods and techniques.
Minimum Qualifications:
- High School Diploma or GED, with 7 or more years of professional experience in Navy Maintenance or Modernization Availability Planning, including familiarity with Navy/Military Maintenance Database Programs.
- Experience in training and mentoring junior employees.
- Proficient in public speaking before Senior Military and Government Officials and large audiences, demonstrating excellent customer interaction skills.
- Proficient in Microsoft Office Suite.
Preferred Qualifications:
- Knowledge of naval organizations, programs, missions, and functions of the Department of the Navy, NAVSEA, and relevant stakeholders.
- Experience with Six Sigma methodologies and Root Cause analysis.
- Strong skills in organizing and delivering persuasive presentations, both orally and in writing, and in composing complex problem-oriented correspondence and PowerPoint presentations.
- Ability to analyze data to determine feasible alternatives and make recommendations using metrics for successful ship repair maintenance availabilities and business operations.
- Capability to represent the organization in meetings and conferences to explain programs, collect cost data, and address stakeholder training needs.
Security Requirements:
- U.S. Citizenship is required, along with an active Secret Security Clearance; an Interim Secret is acceptable to start.
Physical Requirements:
- Ability to lift and transport up to 30 lbs.
- Capability to climb up to four flights of stairs, planks, or galley ways.
- Ability to crawl and maneuver in confined spaces if necessary.
- Proficient in operating standard office equipment.
- Must be capable of boarding a ship in an operational and industrial environment.
- Ability to climb ladders and navigate through scuttles onboard vessels.
- Must be able to remain stationary for 50% of the time.
- Occasional movement within the office to access files, office machinery, or communicate with colleagues and management.
The projected compensation range for this position is $66,800-$111,400, influenced by factors such as relevant work experience, skills, geographic location, education, and certifications.
