Position Overview:
The End of Availability Analysis (EOAA) Systems Analyst is responsible for critical operations and the development of life cycle maintenance planning and configuration management products that ensure the availability of naval vessels for operational tasking and support the anticipated service life of the Nation's surface ship fleet.
Key Responsibilities:
- Conduct technical planning, system integration, verification and validation, cost and risk assessment, and supportability and effectiveness analyses for comprehensive systems. Analyze all levels of total system products, including concept, design, fabrication, testing, installation, operation, maintenance, modernization, and disposal. Ensure the systematic incorporation of maintenance requirements into total availability solutions within technical, schedule, and cost constraints.
- Coordinate and standardize cost data collection and reporting for SURFMEPP. Distribute, collect, and analyze cost-related data requirements across departments, assisting with the consolidation of cross-departmental data calls. Track standard job-related man-day estimates at the hull level.
- Provide recommendations for process changes based on performance measures and metrics analysis using standard jobs and end of availability close-out data. Develop, maintain, and analyze maintenance cost history and trend data for all surface ships. Offer process improvement suggestions to enhance maintenance planning and execution. Train Port Engineers in data analysis for developing Maintenance and Modernization Business Plans (MMBP's) and Planning Board for Maintenance.
- Gather, assemble, and analyze data to produce graphs, charts, trends, and models based on assessments and analyses of data considering Total Ownership Costs (TOC). Develop presentations and benchmarks, recommending metric targets/goals for improvement based on data analysis. Tabulate and analyze cost data, providing weekly cost analysis briefs as required.
- Represent the organization in meetings and conferences with government and private sector representatives to collect cost data or identify training needs. Engage with visitors from other installations and private industry to explain continuous maintenance production methods and techniques.
Minimum Qualifications:
- High School Degree or GED, with 7 or more years of professional experience in Navy Maintenance or Modernization Availability Planning, including experience with Navy/Military Maintenance Database Programs.
- Experience in training and mentoring less experienced personnel.
- Proficient in public speaking before Senior Military and Government Officials and large audiences, demonstrating excellent customer interaction skills.
- Familiarity with Microsoft Office Programs.
Preferred Qualifications:
- Knowledge of Naval organization, programs, missions, and functions of the Department of the Navy, NAVSEA, and stakeholders.
- Experience with Six Sigma and Root Cause analysis methodologies.
- Strong skills in organizing and delivering presentations, both orally and in writing, that persuade or influence management to accept proposals and recommendations.
- Ability to analyze data to determine feasible alternatives and make recommendations using metrics related to successful ship repair Maintenance availabilities and the operations of a Naval Repair Facility.
- Capability to represent the organization in meetings and conferences to explain programs, collect cost data, and address stakeholder training needs.
Security Requirements:
- U.S. Citizenship is required, along with an active Secret Security Clearance; an Interim Secret is acceptable to start.
Physical Requirements:
- Ability to transport and lift up to 30 lbs.
- Capability to climb up to four (4) flights of stairs, planks, or galley ways.
- Ability to crawl and maneuver in confined spaces or bilge areas, if required.
- Operate standard office equipment.
- Must be capable of boarding a ship in an operational and industrial environment.
- Able to climb ladders and navigate through scuttles onboard vessels.
- Must be able to remain in a stationary position for 50% of the time.
- Occasionally move about inside the office to access file cabinets, office machinery, or communicate with co-workers and management.
The projected compensation range for this position is $66,800-$111,400. Various factors can influence the final salary/hourly rate, including Contract Wage Determination, relevant work experience, skills, competencies, geographic location, education, and certifications.
