Position Overview:

The EOAA Systems Analyst is responsible for performing essential functions related to operations and the creation of life cycle maintenance planning and configuration management products that ensure the availability of naval vessels for tasking and support the anticipated service life of the nation's surface ship fleet.

Key Responsibilities:

  • Conduct technical planning, system integration, verification and validation, cost and risk assessments, and supportability and effectiveness analyses for comprehensive systems. Perform evaluations at all levels of the total system product lifecycle, including concept, design, fabrication, testing, installation, operation, maintenance, modernization, and disposal. Ensure the systematic incorporation of maintenance requirements into total availability solutions while adhering to technical, schedule, and cost constraints.
  • Coordinate and standardize cost data collection and reporting for SURFMEPP. Distribute, collect, and analyze cost-related data requirements across departments, facilitating the consolidation of cross-departmental data requests. Monitor standard job-related man-day estimates at the hull level.
  • Provide recommendations for process changes based on the analysis of performance measures and metrics utilizing standard jobs and end-of-availability close-out data. Develop, maintain, and analyze maintenance cost history and trend data for all surface ships. Offer process improvement suggestions to the Engineering Department to enhance maintenance planning and execution. Deliver data analysis training to Port Engineers for the development of Maintenance and Modernization Business Plans (MMBP's) and Planning Board for Maintenance.
  • Gather, compile, and analyze data to produce graphs, charts, trends, and models based on assessments and analyses considering Total Ownership Costs (TOC). Create presentations, benchmarks, and recommend metric targets/goals for improvement based on data analysis. Compile and analyze cost data, providing support to the Department as needed, including delivering weekly cost analysis briefs. Make recommendations based on metrics related to the successful completion of ship repair maintenance availabilities and business operations of a Naval Repair Facility.
  • Represent the organization in meetings and conferences with government and private sector representatives, both domestically and internationally, to collect cost data or identify training needs. Host visitors from other installations and private industry to explain continuous maintenance production methods and techniques.

Minimum Qualifications:

  • High School Diploma or GED, with 7 or more years of professional experience in Navy Maintenance or Modernization Availability Planning, including familiarity with Navy/Military Maintenance Database Programs.
  • Experience in training and mentoring less experienced personnel.
  • Proficient in public speaking before Senior Military and Government Officials and large audiences, demonstrating excellent customer interaction skills.
  • Proficient in Microsoft Office applications.

Preferred Qualifications:

  • Familiarity with Naval organization, programs, missions, and functions of the Department of the Navy, NAVSEA, and stakeholders (e.g., Type Commanders, fleet units, repair yards, private sector organizations).
  • Experience with Six Sigma and Root Cause analysis methodologies.
  • Ability to organize and deliver persuasive presentations, both orally and in writing, to influence management decisions and compose complex, problem-oriented correspondence and PowerPoint presentations.
  • Experience in data analysis to identify feasible alternatives and make recommendations using metrics related to successful ship repair maintenance availabilities and the business operations of a Naval Repair Facility.
  • Capability to represent the organization in meetings and conferences to explain programs, gather cost data, and address stakeholder training needs.

Security Requirements:

  • U.S. Citizenship is required, along with an active Secret Security Clearance; an Interim Secret is acceptable to start.

Physical Requirements:

  • Ability to transport and lift up to 30 lbs.
  • Capability to climb up to four (4) flights of stairs, planks, or galley ways.
  • Ability to crawl and maneuver in confined spaces or bilge areas, if necessary.
  • Proficient in operating standard office equipment.
  • Must be capable of boarding a ship in an operational and industrial environment.
  • Able to climb ladders and navigate through scuttles onboard vessels.
  • Must be able to remain in a stationary position for 50% of the time.
  • Occasionally move about the office to access file cabinets, office machinery, or communicate with co-workers, management, and customers.

The projected compensation range for this position is $66,800-$111,400. Various factors can influence the final salary/hourly rate, including Contract Wage Determination, relevant work experience, skills and competencies that align with the specified role, geographic location, education, and certifications.
