  • Providing essential business intelligence to senior leaders for informed decision-making, particularly during high-level decision-making boards and portfolio assessments.
  • Developing the Navy's Integrated Plan to facilitate key capability transitions in line with national security and defense policies.
  • Identifying strategic risks that could impact the Royal Navy's future performance and ensuring effective risk management across the Navy Command Operating Model.
  • Delivering quarterly corporate reports to the Ministry of Defence Head Office utilizing digital tools for Performance and Risk Reporting.
  • Compiling and validating the Navy's annual agreement plans in collaboration with Defence Equipment and Support.
  • Connecting and supporting the broader Performance Group with Portfolio Analysis and Insights, working towards the development of suitable tools and products.

This role is structured around a 37-hour work week.

Role Responsibilities

In Navy Command, our civil servants collaborate closely with military colleagues in impactful roles that significantly influence operational capabilities. The Navy Command Headquarters is the central hub for the Naval Service, overseeing global operations and providing the necessary ships, personnel, aircraft, and equipment to fulfill the UK's defense policy. The Headquarters supports all Royal Navy activities, from frontline operations to personnel management, financial governance, safety, equipment procurement, program planning, and defense engagement.

The Performance Group, situated within the Directorate of the Naval Staff, aims to drive, unify, and enable delivery efforts across Navy Command in alignment with organizational goals. The group is currently organized into three key areas: Performance Insights, Portfolio Performance, and Project Delivery Performance, which work collaboratively in an agile manner to deliver services and products to partners.

The Performance Analysis Lead will play a crucial role in helping Navy Command achieve its strategic objectives by facilitating data-driven decision-making at senior-level reviews through the development of approved frameworks. Collaborating with Subject Matter Experts from various departments, the incumbent will conduct analyses to evaluate organizational performance. You will provide expert analytical support to enhance decision-making and prioritization within the Performance Insights domain.

Key Duties Include:

  • Data Analysis: Review and analyze data, portfolio information, and broader datasets that support the Royal Navy's initiatives, identifying solutions to complex issues and assessing command performance for senior-level reviews.
  • Portfolio Analysis: Establish a reporting process to assist senior boards, focusing on understanding the broader context and implications of decisions regarding programs entering the Navy's portfolio, with an emphasis on risk and benefit management.
  • Stakeholder Engagement: Build and maintain effective working relationships with a diverse range of partners, including other areas of Defence and Head Office.
  • Collaboration and Innovation: Engage with wider MOD communities to create new analytical products that enhance evidence-based decision-making, including the development of essential Management Information tools.
  • Recommendations: Deliver informed conclusions and recommendations, including visual aids, to support senior leadership in making effective decisions during relevant reviews and accurate reporting.
  • Team Leadership: Directly manage one or two roles that support the responsibilities outlined above, providing clear guidance and empowering staff to reach their potential.
  • Continuous Development: Foster ongoing professional development in data management and analytics, balancing individual aspirations with corporate needs.

The ideal candidate will possess the following skills and experiences:

  • Strong qualitative and quantitative analytical abilities, capable of synthesizing large volumes of information from various sources and manipulating data to derive meaningful insights.
  • Excellent oral and written communication skills, adept at tailoring messages to diverse audiences and conveying complex issues succinctly to facilitate decision-making.
  • Proven ability to build collaborative partnerships, maintaining trust and influencing stakeholders.
  • Experience in leading teams to achieve results efficiently through empowerment and skill development.

  • Daily proficiency in Microsoft Office and other relevant IT systems.
  • A numerate degree or equivalent numeracy evidence, with potential membership or accreditation from a relevant professional society.
