Target Sector: All INL areas of responsibility including law enforcement, judicial, and correctional construction/refurbishment projects.

The purpose of this effort is to provide technical expertise to INL as it undertakes projects to strengthen the HPN's critical infrastructure. The Construction Engineer will provide advice to the INL section on building plans and specifications, refurbishment plans by the contracting company, cost analysis, security features in line with the context, and quality control standard for INL-supported construction projects throughout Haiti.


Term : Nine months



  • Doctorate degree from an accredited institution ( 20 years' experience within field of expertise as required by INL can be substituted)
  • 15 years' work experience.
  • SME must be employed in the field of construction or engineering or be recently retired/separated from said field within the last five (5) years.
  • Ability to provide technical advice on construction means and methods while applying local construction context.

SME will work with Sensitive but Unclassified information and will need Moderate Risk Public Trust (MRPT) determination


Preferred Qualifications

  • Fluency in French and/or Haitian Creole.
  • Knowledge of or specialized experience in construction of law enforcement facilities.
  • Knowledge of or specialized experience in construction of correctional facilities.
  • Experience overseeing projects in difficult security environments
