Develops and implements IT related systems and equipment. Maintains cybersecurity; develops, maintains and monitors IT Department and related IT project budgets; prepares reports and performs related work. Sets policies and goals under the direction of the County Administrator. Supervises Department personnel. * * Essential Functions: Planning, designing, and implementing the County information systems, applications, security measures and infrastructure. Ensuring County meets best practices for all Department operations. Creating and approving capital investment and other projects with the assistance of IT and other County Department staff. Developing new ways to deliver IT services to the public. Developing, maintaining and upgrading information technology infrastructure, software, and equipment to ensure efficiencies, cost effectiveness and the securing of protected and sensitive data. Observing the current technology environment to identify vulnerabilities, needs for system updates and system enhancement opportunities. Researching trends and providing recommendations to improve operations; developing and updating department procedures to reflect technological enhancements. Developing and implementing a strategic plan related to information technology; presenting performance management metrics, policies and procedures, costs, and operational conditions. Developing and executing a County-wide IT disaster recovery and technology continuity plan. ```{=html} ``` - Writing requests for proposals, accepting bids and negotiating vendor contracts with County Purchasing staff. Developing and maintaining working relationships with vendors to ensure service agreements are met and the IT Department is the primary liaison between departments and vendors. ```{=html} ``` - Serving as an executive voting member of Saginaw Area Geographic Authority (SAGA - GIS) as appointed by the County and coordinating participation of SAGA -- GIS Team Members to ensure appropriate service delivery. Participating on other Committees as assigned. ```{=html} ``` - Creating and maintaining partnerships with municipalities to provide assistance related to information technology. Overseeing the management of two host hubs for the State of Michigan. - Identifying and developing ways to generate long term revenue partnerships with public and private sector entities, including the marketing of County-developed programs and projects. ```{=html} ``` - Assuring provision of IT services as needed to keep all systems operational. Many systems operate 24 hours per day requiring the Director to be available for emergency situations. - Overseeing County phone system. Preferred Expertise: Ability to manage and direct departmental operations. Strong knowledge of and familiarity with operating and capital budgets of similar scope and size, funding sources and strategic planning initiatives. Demonstrated skill in the development and maintenance of effective working relationships with all levels of County personnel, various governmental agencies and other key stakeholders. Ability to build consensus amongst stakeholders around a well-defined vision that is understood by those without technical backgrounds. Possess exemplary leadership qualities, with expertise in staff improvement, building effective teams, coaching and ensuring professional growth for all team members. Understanding of technology in government context including the most up-to-date policies and procedures and how they should be deployed. Ability to assess and evaluate risk and to understand the implications of new
