Job Summary

The Texas Military Department is seeking a highly skilled Maintenance Specialist V (Region II Saginaw) to join our team. As a key member of our facilities management team, you will be responsible for performing advanced maintenance, renovation, and alteration work at National Guard facilities in Region II (Saginaw). This is a challenging and rewarding role that requires strong technical skills, excellent communication abilities, and a commitment to delivering high-quality results.

Key Responsibilities
  • Plan, schedule, and oversee building repairs, renovation, and restoration projects, as well as preventative maintenance and facility maintenance.
  • Coordinate and oversee contracting work on repairs and maintenance of facilities.
  • Examine structures, evaluate work to be performed, and select the best methods for performing maintenance and repair work.
  • Inspect work performed by contractors to ensure that finished projects meet both contracting compliance and adherence to building regulations.
  • Examine and interpret drawings, diagrams, and blueprints.
  • Perform maintenance and repair work such as plumbing, welding, electrical, and mechanical work.
  • Perform work on HVAC units and components, including cleaning and changing filters.
  • Perform administrative functions to track progress on contracts and record requisitions and web PRIDE work orders.
  • Calculate and document estimates of material and labor costs to determine the most cost-effective method to complete work orders.
  • Use computers and other electronic devices to collect and report data.
  • Perform repairs and renovations to modernize a building or adapt it to new uses while retaining its original appearance.
  • Perform preventative maintenance (PM) programs that contain to the building and ground maintenance.
  • Maintain and repair machinery, equipment, systems, or components.
  • Maintain/replace motors and thermostats, fixtures, and facility equipment; perform electrical repairs according to design specifications.
  • Maintain and repair electrical systems and electrical components of machinery and equipment.
  • Identify defects and repair/replace faulty wiring, circuit breakers, fuses, switches, sockets, and other elements of electrical systems.
  • Perform maintenance and repair on plumbing fixtures, water, and wastewater distribution systems.
  • Attend work regularly and observe approved work hours in accordance with agency state employee policies & procedures handbook.
  • May occasionally work evenings, weekends, or holidays. May also work after hours for emergency facilities repairs.
  • Perform related work as assigned.
Requirements
  • Graduation from a standard senior high school or equivalent (GED) is required.
  • Four years of experience in construction management or building maintenance and repair work is required.
  • Experience working with Microsoft Office to include Outlook, Word, and Excel is required.
Preferred Qualifications
  • Construction management training is preferred.
  • Vocational training in a designated trade is preferred.
  • Experience with HVAC is preferred.
  • Building management experience is preferred.
Registration, Certification, or Licensure
  • Valid driver's license is required. *The ability to obtain a Texas Driver's License will be required with first 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.
  • Electrical, HVAC, or Plumbing Certification is preferred.
Other Requirements
  • Selected candidate must pass a federal security background investigation, must be able to obtain a Common Access Card (CAC) The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. The employee must complete and sign the office of personnel management (OPM) form SF85. Completed forms are submitted to the OPM for the background investigations.

Knowledge, Skills, and Abilities
  • Knowledge of building materials, plumbing and heating systems, sanitation, refrigeration, ventilation, electric systems, and fire and safety regulations;
  • Knowledge of building materials, plastering, and welding procedures and techniques; and
  • Knowledge of construction practices and terminology.
  • Skill in operating tools and equipment;
  • Skill in communicating effectively both orally and in writing;
  • Skill in verbally expressing information in a clear and concise manner; and
  • Skill in operating computers using Microsoft Office Suite to include Outlook and Word.
  • Ability to apply proper methods, techniques, and procedures in the maintenance and repair of buildings and related equipment.
  • Ability to provide clear instructions;
  • Ability to analyze and solve problems;
  • Ability to work from drawings, schematics, or sketches;
  • Ability to read and interpret drawings, diagrams, blueprints, and specifications;
  • Ability to draw rough sketches of proposed projects;
  • Ability to organize preventative maintenance programs;
  • Ability to follow through until projects and/or any corrective measures are completed;
  • Ability to interpret policies, procedures, and regulations;
  • Ability to plan, assign, instruct, train, and inspect the work of others;
  • Ability to work in a team environment and establish effective working relationships;
  • Ability to communicate with supervisors, peers, or subordinates- providing information to supervisors, co-workers, and subordinates by telephone, in writing form, e-mail, or in person necessary to maintain effective communication; and
  • Ability to work in a military environment.
Physical/Working Conditions

The ability to stoop, bend, crawl, lift, climb, kneel, stand, walk, sit, carry, push, pull, balance, reach, crouch, with good color vision and depth perception. Frequently lifts, carries, and sets up equipment and materials that weigh up to 40 pounds. Works inside and outside in areas that are usually dusty, dirty, or greasy, and often works in inclement weather conditions. Requires the ability to travel approximately 50%.
