Education and Experience: Bachelor's degree or higher in Business Administration with a major in accounting or related area preferred; and a minimum of four to seven years' equivalent combination of experience in the areas of business and finance.

Certificates, License, and Registration: Certified Government Financial Manager is preferred. U.S. Citizenship is required.

Description:

The Budget and Grants Manager provides information on matters pertaining to Schools Budget and Federal, State and Private Grants Compliance to the Chief Financial Officer, the Superintendent and staff to ensure compliance with established policies, procedures, internal controls and/or regulations, and addresses a variety of administrative needs and procedures. The Budget and Grants Manager, manages and coordinates budgeting activities and the implementation of the organizations budget policies. The Budget and Grants Manager works as part of the SFIS Finance/Accounting team, using the SFIS Core Values to achieve the SFIS Vision and Goals to support the SFIS mission articulated in the Ideal Graduate statement.

Essential Duties and Responsibilities:

The Budget and Grants Manager must understand and demonstrate the principals associated with school finance, budgeting, accounting, auditing, and financial reporting.

Budget Planning and Monitoring: Understand and demonstrate the ability to:
  • Comply with all Board of Trustees policies and administrative regulations.
  • Assemble, and apply a school wide budget;
  • Monitor actual performance against estimates and prepares annual and intermediate budgets.
  • Coordinates appropriations for departments and specific programs while balancing the needs of the school.
  • Reviews operating budgets periodically to analyze trends affecting budget needs.
  • Ensures that project/department milestones/goals are met and adhering to approved budgets.
  • Provide primary accounting functions for all grant monitoring administration, compliance, grant accounting, and financial reports of awarded grants though their final closing.
  • Present budgets to the Department Directors, Chief Financial Officer and Board of Trustees.
  • Recognize and forecast the major sources of revenue available to the school from local, state, federal levels of government, as well as private funding.
  • Analyzes a variety of financial information (e.g. revenues, expenditures, cash management, cost projections, real estate, insurance, etc.) for the purpose of providing direction and support making recommendations, maximizing use of funds, and/or ensuring overall operations are within budget.
  • Recognize and explain internal and external influences on the budget to determine reliable enrollment and personnel projections and analyze significant social, demographic and economic changes. Analyze the impact of shifts in local, state, federal and private funding and its effect on the schools spending plan.
  • Identify various methods of budget analysis and management.
  • Exercise budgetary management. Monitors budget allocations, expenditures, fund balances and related financial activities for the purpose of ensuring that allocations are accurate, revenues are recorded, expenses are within budget limits and/or fiscal practices are followed.
  • Apply analytical procedures for budgetary analysis.
  • Prepare and analyze monthly Budget Status Reports (BSR).
  • Monitor budget to avoid negative balances and monitor BSRs as needed and recommend Budget Adjustment Request (BARs).
Federal Grants Monitoring and Reporting: Understand and demonstrate the ability to:
  • Prepare, analyze and submit quarterly SF-425 reporting to appropriate federal agency contact.
  • Prepare, analyze and submit required financial status reports to state and private funding agencies.
  • Monitor all Federal Funding Modifications and Grant Agreements.
  • Work with departments on additional funding requests and funding adjustments using BARs.
  • Prepare and communicate to Chief Financial Officer on all federal draw-down requests.
  • Prepare and communicate to Chief Financial Officer on invoicing state and private grants.
  • Responsible for Federal Programs Financial reporting requirements.
Other Responsibilities and Expectations:

The Budget and Grants Manager will:
  • Participate on designated committees and maintains a working relationship with funding sources.
  • Responsible for Federal Programs Financial reporting requirements.
  • Understand the use and role of internal and external audits to improve financial tracking and reporting.
  • Must be able to handle high-levels of stress satisfactorily and be congenial with other employees, parents, students, and outside agencies.
  • Other duties as assigned.
  • Apply the appropriate basis of accounting in accordance with applicable accounting pronouncements in measuring financial position and operation results.
Knowledge Skills and Abilities: The Budget and Grants Manager will need the following:
  • Knowledge of GASB, FASB, Code of Federal Regulations, A-133 Single Audit Guide, Federal Cost Principals, employment and payroll laws, any applicable state law.
  • Knowledge and use of a fully integrated accounting and reporting financial system.
  • Basic research and report writing.
  • Record keeping principles and practices.
  • Experience with contract management, contract negotiations, and contract interpretation.
  • Knowledge of and experience with applicable laws, regulations, and emerging practices pertaining to assigned responsibilities, including current issues and trends in education and human resource activities.
  • Knowledge of and experience working with Pueblos, tribes, and tribally controlled organizations.
  • Skills and ability in organization, time management, task prioritization, and record keeping.
  • Exemplary skills in written and oral language with the ability to communicate respectfully, clearly, and concisely in person, by telephone, and though written forms (e.g., paper, email, text, social media).
  • Skills demonstrating high level of integrity, commitment, and work ethic.
  • Ability to make effective presentations, produce high quality reports, and draft policies and procedures.
  • Ability to analyze and synthesize complex data.
  • Ability to establish and maintain effective working relationships with staff, administrators, and community in a variety of roles and positions.

  • Ability to use computers, specialized software, and/or other electronic equipment to fulfill job functions.
  • Ability to read, analyze, and interpret the most complex documents. Must have the ability to respond effectively to the most sensitive inquiries and complaints.
