Plexos Group is currently seeking a Public Assistance/Grant Management Specialist to work with cross-functional work groups composed of internal and external department, local, state and/or federal stakeholders to develop program objectives, work plans, and subgrant budgets for subrecipients.

 

RESPONSIBILITIES:

• Assess, manage, and evaluate project worksheets and timelines to facilitate responsiveness to FEMA RFIs, required program reporting, and other requests in a timely manner.

• Support document collection required to complete project worksheets and meet audit requirements for the FEMA-PA program.

• Provide guidance and oversight to clients and sub-recipients regarding program administration, policies, procedures, resolve related issues and concerns, and ensure uniformity in grant and contract management.

• Manage and monitor the implementation, management, evaluation, and close-out of projects according to rules and regulations.

• Ensure sub recipient compliance with FEMA and State requirements by overseeing agreements, contracts, expenses, and activities.

• Review and monitor project cost and approve budget justifications and budget revisions for awarded subgrants. As necessary, perform analysis and produce justification packages for any estimated cost over/under-runs for the purposes of a version request, final scope alignment, or project closeout.

• Prepare accurate requests and periodic reports for payment from state, federal and other grant sources.

• Review submitted subgrant applications and determine the applicant’s eligibility for award based on established criteria.

• Review letters of intent and grant applications.

• Serve as a liaison between the State, FEMA, and other stakeholders by attending meetings, responding to information requests, and resolving issues between parties involved.

• Review and process the reimbursement request of funds as they become available while providing ongoing eligibility determinations;

• Assist the Project Managers in obtaining and recording accurate project work records related to field eligibility determinations, field additions, and scope changes, to meet client needs and audit requirements.

• Perform related work as assigned.

• Ability to travel

• Maintain a regular work schedule and work extended hours when needed.

MINIMUM QUALIFICATIONS:

3 years of work experience working with the FEMA Public Assistance program, and 5 years total work experience in project management, emergency management, financial or program compliance, public or business administration, real estate, commercial construction, insurance adjusting, or another directly related field.

Preferred:

5 years of experience working with a FEMA Public Assistance program, and 10 years total work experience project management, emergency management, financial or program compliance, public or business administration, real estate, commercial construction, insurance adjusting, or another directly related field.

Graduation from an accredited college or university with major course work in emergency management, accounting/auditing, finance, business management, construction management or public administration is preferred.

 

KNOWLEDGE, SKILLS AND ABILITIES:

• Working knowledge of the FEMA-PA program and associated policies, procedures, and uniform federal requirements.

• Working knowledge of, or the ability to rapidly assimilate information related to State and Federal regulations, legislation, guidelines, policies, procedures, grant eligibility, and reporting requirements.

• Ability to learn and effectively apply working knowledge of government organizations, operations and emergency management programs at the federal, state and local levels.

• Must exemplify the firm’s core mission and the values of integrity, teamwork, accountability and excellence.

• Must exercise excellent interpersonal skills – position continually requires demonstrated poise, tact, diplomacy, and an ability to establish and maintain effective working/professional relationships with internal and external customers.

• Must be organized, flexible, and able to prioritize in a multi-demand and constantly changing environment.

• Demonstrated ability to meet multiple and sometimes conflicting deadlines without sacrificing accuracy or timeliness; ability to work independently; and to understand and effectively apply complex oral and written instructions and procedures.

• Ability to communicate effectively (oral and written), as well as to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.

• Must be analytical, detail-oriented, and able to multi-task without sacrificing accuracy or timeliness.

• Ability to analyze problems, identify causative factors, and apply actions to effectively resolve current issues and prevent recurrences of problem conditions.

• Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems.

• Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
