Overview: Under general direction, support assigned business units as the point person for all human resources related activities. Assumes a primary strategic consultative role as a Human Resources (HR) generalist for specific complex projects and programs. The Senior level handles the more complex projects and liaison assignments and acts with greater autonomy than the journey level. Proactively meets and consults with leaders and managers to identify and analyze business issues where human resources products/services can be leveraged. Collaborates with HR management and staff to support total human resources services and initiatives. Human Resources Business Partner, Senior - This is an exempt position in Salary Grade R: Min 90,147.20 – Mid $107,452.80 – Max $124,758.40 annually. The starting salary will be within this range based on qualifications. Human Resources Business Partner - This is an exempt position in Salary Grade P: Min 81,244.80 – Mid $96,491.20 – Max $111,716.80 annually. The starting salary will be within this range based on qualifications. This posting will remain open until filled. Displays High Integrity & Honesty: Takes personal responsibility, acts with honesty and consistency. Serves as an internal strategic consultant to management; provides guidance and expert level advice relative to area of assignment; provides assistance in strategic organizational initiatives. Participates in implementing a wide variety of human resources programs, which may include compensation, classification, performance management, recruitment, selection, employee benefits, and other special projects. Manages projects and leads committees to implement HR related initiatives (from inception to completion); implements new systems, methods, and procedures; monitors program process in meeting goals and objectives. Updates HR policies and procedures on an as-needed basis; communicates updates and process changes to assigned customer group and HR personnel; assists in the implementation. Builds and leads the cross-training plan and efforts for HR positions. Maintains knowledge of industry trends and employment legislation and ensures agency's compliance. Presents HR related training programs agency wide. Builds Relationships: Is trusted by others, is aware and supportive of needs of individuals and balances results with individual needs. Attends staff and management meetings of assigned customer group to maintain constant knowledge of operating needs and business strategies. Interacts with managers from all divisions and provides guidance and support on HR related issues. May supervise staff that support HR Business Partner activities. Communicates Powerfully & Prolifically: Shares insights on issues/problems, clarifies purpose and links that purpose to actions. Acts as the voice of the customer within human resources ensuring that position, decision, and/or direction taken by HR remains customer centric and business focused. Presents HR related programs agency wide. Initiates and manages the change process; suggests and builds new and improved ways to increase service to benefit customers. Collaborates and builds consensus with a large and diverse group of customers as well as HR team members. Solves Problems & Analyzes Issues: Has and applies problem analysis and problem-solving skills on a technical and interpersonal level. Counsels employees and management on employee issues, complaints and discipline. Investigates, analyzes, and responds to complex formal/informal discrimination complaints, including, but not limited to, sexual harassment and civil rights issues. Provides recommendations and conducts follow up with parties involved. Reviews and responds to requests for reasonable accommodation as part of the Interactive Process. Conducts research to recognize emerging trends in HR and identifies ways to creatively apply this knowledge at the agency. Uses metrics to demonstrate the economic value of HR and analyzes cost effectiveness of various practices HR proposes or implements. Analyzes current HR practices and identifies ways to increase efficiencies and effectiveness of those practices. Qualifications Human Resources Business Partner, Senior - Any combination of education and experience equivalent to a bachelor’s degree in business administration, human resources, or a related field with a minimum of five years of Human Resources experience, with experience/knowledge as an HR generalist. Supervisory/managerial experience desirable.
