Performs as a trainee in all of the major functional areas of human resources management; receives orientation in, and learns the principles, techniques, laws, methodology, and work processes pertinent to each field; and performs other related duties as required.

Distinguishing Characteristics: Receives orientation in the basic functions and purposes of human resources management and of the particular specialty areas assigned; Learns the principles, techniques, laws, methodology, and processes pertinent to the work; Becomes familiar with the location and use of reference and resource materials, files, and related records; Accompanies higher level specialists on field trips and audits as an observer; Assists other staff by performing simple tasks designed to provide insight, knowledge, and understanding in the application of work processes and techniques; Carries out training assignments involving the collection and compilation of facts and data, the study of problems, and the formulation of conclusions and recommendations under closely supervised and controlled conditions. Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor's degree in industrial relations, public or business administration, political science, psychology or a related field.

License Requirement: Possession of a motor vehicle operator's license valid in the State of Hawaii (equivalent to Hawaii Type 3).

Knowledge of: basic government organization and functions; merit system philosophy; principles of public human resources administration; report writing; research and statistical methods and techniques.

Ability to: learn the principles, methods and techniques of public human resources management; learn and interpret laws, rules and regulations pertinent to public human resources management; research data and prepare clear and concise reports; express ideas logically, both orally and in writing; deal tactfully and effectively with other employees, operating officials and the general public; follow oral and written instructions.
