The HR Generalist plays a pivotal role in enhancing the organization's performance by delivering both tactical and strategic guidance on personnel and organizational development initiatives that align with the Agency's goals. This position encompasses a range of HR responsibilities at a professional level while supporting designated programs. The HR Generalist will provide assistance in various functional areas, including management consultation, employee relations, policy interpretation, performance appraisal training, leave management, workers' compensation administration, and professional development.

Key Qualifications

The Expertise We Seek:
  • Bachelor's Degree in Human Resources, Business Administration, or a related field
  • Minimum of two (2) years of experience in an HR role (specialist, coordinator, or generalist)

  • Knowledge of federal, state, and local employment laws, as well as best practices for conducting workplace investigations and developing policies.
  • Exceptional written and verbal communication skills, with the ability to build credibility and rapport across all organizational levels.

  • Ability to address challenging questions from colleagues and leaders with candor and professionalism.
  • Strong consultative skills to identify strategic objectives and design market-based solutions.
  • Proficiency in Microsoft Office Suite (Excel, Word, Outlook).
  • Experience with HR Information Systems.
Your Contributions:
  • Provide daily coaching to employees within assigned programs on various matters, including employee relations, policy interpretation, talent management, and leave administration. Collaborate with program leadership to analyze trends and metrics to develop HR solutions and recommend new approaches, policies, and procedures.
  • Oversee FMLA, Medical Leave of Absence (LOA), ADA accommodations, and Workers' Compensation. Offer consultation on leave and accommodation policies and procedures, tracking requests, gathering necessary documentation, and providing eligibility notifications to supervisors and employees.
  • Deliver Human Resources consultative services by effectively coaching and supporting staff and managers through diverse situations; interpret policies and their appropriate application while considering impact and liability.
  • Manage the complete recruitment lifecycle, including defining, developing, planning, and implementing recruitment strategies, identifying and attracting top talent, and ensuring hiring targets are met.
  • Facilitate the onboarding process for new hires, ensuring all components are completed, including application processing, background checks, and new employee orientation.
  • Design and implement employee engagement programs that align with the organization's goals and values. Conduct surveys, analyze data, and identify trends to assess employee satisfaction and engagement levels.
  • Evaluate issues, patterns, and trends to provide proactive insights for HR solutions and program designs.
  • Assist in managing and responding to unemployment claims and perform audits to ensure employee files are current.
  • Support HR department deliverables, including annual performance management, wellness events, and employee engagement initiatives.
  • Perform additional duties as assigned and participate in HR projects as needed.
