GENERAL POSITION SUMMARY:

The Community Works Project (CWP) is a collaborative project involving three agencies, providing job preparation, placement services, and job stability and wellbeing support to Temporary Assistance for Needy Families (TANF) participants enrolled in the Job Opportunities and Basic Skills (JOBS) program.

This position is expected to serve DHS locations, during the DHS hours of business (with flexibility to meet and respond to participants and employees' needs outside those hours/locations on an exceptional basis). This position is responsible for ensuring that program obligations are met through the complete oversight of the CWP program; including the supervision of staff, budgeting, leading program improvements based on data and centering CWP participants' experience and serving as the primary CWP representative with DHS and community partners.

ESSENTIAL FUNCTIONS:

Program Leadership & Contract Management:

  • Effectively collaborate with employees and partners to oversee the daily operations. Ensure effective service delivery; maintain all program records and ensure accurate program billing.
  • Manage program budgets, budget review, writing reports, budget amendments, contract renewal, and contract review. Ensure that all fiscal records and reports about the program are completed within the required time frames.
  • Lead strategic visioning for CWP and ensure quality service delivery that centers the needs of traditionally underserved communities and is informed by data.
  • Pay close attendance to trends in referrals, participant needs, service utilization, and demographic changes with an eye toward program sustainability and opportunities for growth and change.
  • Conduct regular program reviews to improve efficiency and support ensure compliance with contract requirements.
  • Ensure consistent interpretation of CWP and agency policies and security, internal guidelines and overall Code of Conduct. This position oversees the identifying, safeguarding, and destroying of confidential information and compliance with federal and state regulations.
  • Work closely with agency partners on issues including recruitment, training, staff well-being, information technology, contracts, budgets and supervision.
  • Utilize equity and inclusion lens for all aspects of work.
  • Utilize trauma-informed care lens for all aspects of work.
Team Management:
  • Provide supportive supervision to a blended team of 26 team members, ensuring quality service delivery for CWP participants and equity across the team.
  • Foster a caring, supportive and accountable culture at CWP.
  • Responsible for hiring, conducting performance evaluations, setting wages and taking disciplinary action when necessary for IRCO staff on the program, and contributing to hiring, performance evaluations for all CWP staff across agencies. For all CWP staff, responsible for stepping in to support as needed, providing course corrections and critical feedback, and documenting performance.
  • Provide on-boarding and ongoing professional development opportunities for all staff.
  • Lead the development of staffing plans for each office and CWP hybrid work plans.
  • Directly supervise and provide strategic direction to 5 coordinators.
Representation & Advocacy:
  • Build and maintain trusting, collaborative relationships with funders and consortium partners. Advocate with funders, when possible, to ensure our contracts and scope of work are manageable, allow for quality services, and adequately compensate staff.
  • Participate in funder and partners' meetings at various levels to represent CWP, participant needs and employees.
  • Provide public relations and outreach support on behalf of IRCO and CWP to meet the program and organization's overall goals and objectives.
  • Attend and actively participate in assigned community relations activities and advisory and/or committee meetings; participate in management team meetings, staff meetings, trainings, committees, and other activities to support IRCO's goals and objectives.
  • Ensure connectivity between CWP and other IRCO programs and services through regular meetings and engagement with IRCO senior leadership and management.
Requirements

JOB SPECIFIC QUALIFICATIONS:
  • Bachelor's degree or equivalent in social services, education or related field. Master's Degree preferred.
  • Minimum of five years of professional leadership experience working with multi-cultural staff in a team environment.
  • At least three years of program or team management experience and complex budget management are required.
  • Must have extensive knowledge and experience of non-profit management, workforce development, career counseling and working with marginalized populations and communities of color.
  • Strong analytical and decision-making abilities.
  • Ability to work in a fast-paced environment and make good judgments as it pertains to staff.
  • Ability to maintain a high level of confidentiality and abide by HIPAA guidelines
  • Demonstrated experience managing high stress situations and leading teams through periods of uncertainty and transitions.
  • Strong ability to utilize strengths based, compassionate leadership style across diverse teams.
  • Experience working with immigrant and refugee populations strongly preferred.
  • Proficient in Microsoft Office including Word, Excel, Access and Power Point.
  • Must be able to pass a criminal background and finger printing check.
  • Must have access to a personal vehicle and insurance during working hours.
KNOWLEDGE:

Education: Bachelor's Degree (4)

Experience: 5-6 years of experience is required (5)

Computers: All positions at IRCO require use of a computer and experience working with Microsoft Products including but not limited to Microsoft 365, Excel, Word, Outlook and PowerPoint. This position specifically requires Intermediate to Advanced proficiency in MS Office Suite. Must also be able to learn and use moderately complex databases. In addition, this position specifically requires a reliable internet connection with the ability to handle video calls and databases, and reliable cell phone coverage.
