Responsibilities Serves as a recognized Bureau program authority to provide expert input to the development of new policies and procedures for administering BLM records. Serves as the national lead in converting BLM paper records to electronic format (digitization) - expanding public access to BLM information, reducing physical storage costs, and enabling the BLM mobile workforce. Serves as back-up to the BLM Records Officer and co-leads the BLM Records Management Board to ensure all directorates, states, and centers are developing appropriate actions and strategies to maintain records. Facilitates the sharing of best practices across the Department and the Bureau to develop effective and efficient records management practices. Serves as the technical authority for records management policy implementation and formulation to provide Bureau-wide leadership on records administration and management. Interprets policy received from the Department or other higher-level organizations [Office of Management and Budget (OMB), Department of the Interior, National Archives and Records Administration (NARA)]. Maintains expert awareness of the General Records Schedule published by NARA and represents the BLM to collaborate with senior DOI and NARA officials. Coordinates with the Records Officer, Privacy Officer, and Data Administrator in the development of cross-cutting policies and procedures where data management and privacy concerns intersect with records management. Stays abreast on the latest records management and administration knowledge, technology, and skills, including participation in forums, conferences, and webinars. This position provides technical direction as well as general and specialized training to staff and field offices on records management from accession through disposition. Ensures that procedures for quality control and assurance are developed in conjunction with national procedures. Conducts and fully documents logical information modeling and assists others in same to define and document business processes. No assumptions will be made about your experience. You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity. Specialized experience is defined as experience in interpreting and applying privacy, disclosure, or records management laws, regulations, and policies; experience creating guidance and expert advice to ensure the proper treatment and protection of specific records; experience developing and implementing electronic records management systems and processes; experience evaluating and resolving complex records management issues in a manner compliant with appropriate laws, regulations, and policies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
