Persistent Technology Inc (PTI) is seeking an experienced Senior Program Manager / BPA Operations Manager to lead and oversee the operations of our Blanket Purchase Agreement (BPA) projects. This role is critical for managing large-scale IT projects, driving change management strategies, and ensuring the successful delivery of services to government and Department of Defense (DoD) clients.

Key Responsibilities
  • Program Management: Lead and oversee the operations of BPA projects, ensuring adherence to budget, schedule, and quality standards. Provide strategic direction and guidance to project teams.
  • Stakeholder Engagement: Engage with stakeholders at all levels, including government officials and project team members, to ensure alignment with project goals and objectives. Maintain strong relationships and effectively manage expectations.
  • Change Management: Design and implement change management strategies to facilitate the adoption of new processes, technologies, and organizational changes. Ensure smooth transitions and minimal disruption to operations.
  • Team Leadership: Provide leadership and mentorship to project teams, fostering a collaborative and high-performing work environment. Set clear expectations, provide regular feedback, and promote professional development.
  • Risk Management: Identify, assess, and mitigate risks associated with project delivery. Develop contingency plans and monitor risk mitigation efforts to ensure project success.
  • Compliance: Ensure compliance with government regulations, contractual requirements, and industry standards. Maintain documentation and records in accordance with established procedures.
  • Continuous Improvement: Drive continuous improvement initiatives to enhance project delivery processes, increase efficiency, and optimize resource utilization.
Qualifications Required
  • Education: Bachelor's degree in Business Administration, Change Management, or a related field. Advanced degrees are preferred.
  • Experience: At least 15 years of professional experience in program/project management, with significant exposure to government or DoD programs. Experience in managing large, complex IT projects is highly desirable.
  • Required Certification: Change Management certification (e.g., CCMP, CPCM) is required.
Skills
  • Strong leadership and communication skills.
  • Proficient in stakeholder engagement and management.
  • Expertise in designing and implementing change management strategies.
  • Ability to handle multiple tasks simultaneously and meet tight deadlines.
Additional Requirements
  • Willingness to travel as needed to support project requirements.
  • Must be able to secure and maintain government clearance.
  • Familiarity with Information Technology Service Management (ITSM) and Agile methodologies is preferred.
