General Summary

Under the direction of the Director of Human Resources, the Human Resources Generalist is responsible for facilitating all Human Resources (HR) functions at all business locations for Planned Parenthood Southwestern Oregon including; recruitment processes, employee relations, regulatory compliance, training and development. These functions include administration of lawful employment practices, resolution of benefits-related problems, representing the core values of the organization, and ensuring equitable and regionally competitive salary and benefits structures. This role also provides administrative support and oversight to the human resource function as needed, including record-keeping, file maintenance, and HRIS management.  

Essential Duties and Responsibilities

  • Posting job openings and advertisements.
  • Screening resumes and applications.
  • Conducting interviews and coordinating the hiring process.
  • Onboarding new employees and ensuring a smooth transition into PPSO.
  • Acting as a point of contact for employee concerns and resolving conflicts.
  • Implementing and maintaining PPSO policies and procedures.
  • Conducting investigations into employee complaints and issues.
  • Facilitating communication between employees and management.
  • Administering payroll and benefits programs.
  • Conducting salary surveys and benchmarking to ensure competitive compensation packages.
  • Assisting employees with employment and benefits-related questions and issues.
  • Assisting in the development and implementation of performance appraisal systems.
  • Coaching managers on effective performance management techniques.
  • Ensuring compliance with labor laws and regulations.
  • Maintaining employee records and documentation.
  • Preparing reports for regulatory agencies and audits.
  • Supporting HR initiatives and strategic planning efforts.
  • Analyzing HR metrics and data to inform decision-making.
  • Participating in HR projects and continuous improvement efforts.
  • Developing, auditing and maintaining HR systems and databases.
  • Originating, creating and generating HR reports and analytics.
  • Support the auditing and managing of relationships with HRIS, benefits and other HR product and solutions providers and contractors for the benefit of the organization.
  • Developing and implementing health and safety programs.
  • Ensuring workplace safety and compliance with regulations.
  • Conducting safety training and drills.
  • Acting as a partner and collaborator with the employee union and Labor Management Committee.
  • Serving as an organizational expert on the Collective Bargaining Agreement (CBA) and its implementation.
  • Advising management on labor relations strategies and practices.
  • Participating in labor-management meetings and ensuring productive dialogue.
  • Addressing and resolving labor disputes in collaboration with union representatives.
  • Ensuring compliance with CBA terms and conditions throughout PPSO.
  • Proactively consider risk elements associated with HR matters and develop strategies to mitigate them. Communicate with clarity the reasoning behind such mitigation efforts.
  • Ability to properly handle confidential and HR sensitive information.
  • Other duties essential to perform the role for the organization that may not have been pre-determined as such at the time of the creation of the Job Description.

Minimum Education and/or Experience

Bachelor's degree and 4 years of experience inclusive of the skills listed below. An equivalent combination equaling 8 years is also to be evaluated.

Current HR Certification provided through a recognized certifying organization such as the Society for Human Resource Management or the Human Resource Certification Institute

Preferred experience includes:

Experience working in an HR department within an organization that has one or more unions representing the employee population

  • Personnel and Human Resources: Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems.

  • English Language: Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
