BOOST is helping our client, Konvivial LLC find its next Senior Program Manager / Principal RF Spectrum Engineer (Contingency Hire). Position Overview: We are seeking a highly experienced and proven Senior Program Manager / Principal RF Spectrum Engineer (Equipment Certification) to support a U.S. Federal Client's wireless program management office. This dual role is crucial in ensuring the reliability and security of mission-critical communications systems, directly contributing to national security.

This position requires a SECRET security clearance and is contingent upon contract award.

Key Responsibilities

Program Manager:

  • Act as the primary point of contact between the customer and our contractor team.
  • Provide regular updates and reports on project progress, addressing any concerns and ensuring customer satisfaction.
  • Build and maintain strong relationships with key stakeholders.
  • Oversee contract execution, ensuring milestones and deliverables are met on time and within budget.
  • Coordinate with cross-functional teams for seamless integration and alignment with customer objectives.
  • Manage project risks and develop mitigation strategies.
  • Collaborate with federal components to develop and perform technical analyses for system protection.
  • Facilitate spectrum-related studies and support regulatory submissions and operational implementation.
  • Advocate for customer interests in regulatory discussions and respond to changes in spectrum regulations.
  • Write technical documents and briefings

RF Spectrum Engineer (Equipment Certification):

  • Lead and manage spectrum analysis activities, ensuring compliance with NTIA and FCC standards. This includes assigning tasks, coordinating efforts, and overseeing analysis to prevent and mitigate interference issues.
  • Conduct detailed spectrum analyses using advanced tools, identifying and mitigating potential interference to support mission-critical communications.
  • Provide subject matter analysis and technical inputs for spectrum-dependent systems requiring certification.
  • Populate and validate required transmitter, receiver, and antenna information in ELCID or DD-1494 forms.
  • Ensure all spectrum analyses are validated and vetted for quality and accuracy.
  • Mentor junior analysts and assist in the development of targeted training programs to enhance team capabilities.
  • Foster a culture of continuous learning and improvement within the team.
  • Develop methodologies and software tools to analyze the potential for harmful interference to or from systems.
  • Innovate and create advanced tools for analyzing potential interference and optimizing spectrum usage. Utilize software such as MATLAB, Atoll, and MapInfo for RF planning, modeling, and simulation.
  • Co-lead various international spectrum studies as assigned.
  • Lead various domestic spectrum activities, such as participating in subcommittee meetings of the Interdepartmental Radio Advisory Committee (IRAC).
  • Represent the customer in various spectrum management forums, ensuring the organization’s needs and interests are effectively communicated.

Qualifications

  • Educational Background (Required):
    • Bachelor’s degree in Electrical Engineering, Electronic Engineering, or a related field. An ABET-accredited program is preferred but not required.
    • Relevant coursework in Electromagnetics, RF Circuit Design, and Communication Systems.
  • Experience (Required):
    • Extensive experience in spectrum certification and engineering analysis, including hands-on experience with spectrum management tools and technologies such as MATLAB, Atoll, and MapInfo.
    • Demonstrated ability to lead complex spectrum analyses projects, including task assignment, coordination, and oversight.
    • Proven track record in developing and implementing innovative tools and methodologies for spectrum management.
    • Experience mentoring and training junior analysts, fostering a culture of continuous learning and improvement.
    • Active participation in regulatory and standards committees with a history of influencing spectrum policy decisions.
  • Skills (Required):
    • Strong analytical and problem-solving skills, with a focus on practical application.
    • Excellent communication and interpersonal skills, with the ability to convey complex technical concepts to non-technical stakeholders.
    • Proven leadership and project management skills, with the ability to manage multiple priorities and stakeholders effectively.
    • Collaborative mindset, capable of working effectively in a dynamic team environment and fostering innovation.
    • Advanced ability to utilize presentation software such as Powerpoint, Tableu and Excel for presentation creation.
  • Security Clearance (Required):
    • Must pass a background investigation and possess an active SECRET security clearance.
  • Professional Registration (Preferred):
    • Current registration as a Professional Engineer (PE) by any U.S. state, the District of Columbia, Guam, or Puerto Rico.

Location: Lorton, VA (Telework/Hybrid Option May be Available)
