POSITION: Environmental and Open Space Program Coordinator

REPORTS TO: Planning and Development Director

FSLA STATUS: Non-exempt

POSITION SUMMARY:

Under the direction of the Planning and Development Director, the Environmental and Open Space Program Coordinator supports Association activities and programs, including Fire Watch contract management, specified vegetation management, open space and natural resource management, grant writing and management, as well as general analytical support. The Environmental and Open Space Program Coordinator is responsible for generally overseeing and coordinating various environmental programs, projects, and initiatives, ensuring they are executed efficiently, effectively, and in accordance with the direction of the Planning and Development Director and established Association goals and objectives. This role will require strong analytical skills, organizational skills, excellent communication and coordination abilities, teamwork, a keen attention to detail and a passion for providing excellent service to the community.

ESSENTIAL FUNCTIONS:

General Program Coordination

Under the supervision of the Planning and Development Director,

  • Coordinate permitting requirements for a variety of natural resources associated with activities of the Association.
  • Collaborate with internal and external partners to develop, implement, and manage programs and projects, ensuring alignment with organizational goals and objectives, and as directed.
  • Provide general analytical support, including data analysis, research, and performance tracking, to inform program development and decision-making.
  • Prepare and deliver staff reports, presentations, and other communications to stakeholders, senior management, and Association Boards and Committees.
  • Coordinate and communicate with internal and external stakeholders to ensure smooth program implementation, including scheduling meetings, preparing materials, and providing timely updates and authorization for allocation of resources.
  • Provide excellent service to members and respond to inquiries, complaints, and feedback in a timely and professional manner.
  • Develop and implement programming and educational opportunities involving the Association’s open spaces and parks
  • Support and manage projects impacting the Association’s open space and parks

Fire Watch Contract Management and Vegetation Management Coordination

  • Manage the Association Fire Watch program, including coordinating with relevant stakeholders, managing resources, and monitoring outcomes.
  • Prepare the scope of work for various contracts for environmental purposes.
  • Provide support and guidance to staff, contractors, and other stakeholders on vegetation management best practices.
  • Represent the Association in conferences and other technical meetings as appropriate to carry out the responsibilities and initiatives of the Association, with prior approval by the Director of Planning & Development.
  • Participate in the Community Wildfire Protection Plan on behalf of RSFA.
  • Supports Fairbanks and Rancho Santa Fe Fire Safe Council and attends monthly meetings.
  • Coordinate and maintain regular contact with the Rancho Santa Fe Fire Protection District and other agencies with fire management responsibilities for Rancho Santa Fe
  • Participate in and support the Association emergency management preparation and response

Environmental Conservation and Permitting

  • Coordinate permitting requirements for Association bodies of water and other environmental resources.
  • Support activities for environmental and natural resource management for Association owned and managed open space including the Arroyo and Ewing Preserve.
  • Coordinate permitting and other regulatory requirements for environmental resource management, including vegetative fuel reduction projects, habitat restoration activities, and conservation practices.

Grant Management

  • With oversight by the Director of Planning and Development, apply, manage and oversee grants, including identifying grant opportunities, preparing grant applications, and managing grant budgets, reporting, and resource requirements, as approved by the Board of Directors.
  • Maintain accurate scopes and up-to-date records of all grant proposals, submissions, obligation schedule, and outcomes.

COMPETENCIES:

  • Bachelor's degree in public administration, forestry, horticulture, environmental science, business, management, or related field. Advanced degree preferred.
  • Proven experience in program coordination, including grants coordination and data analysis, with a track record of successful plan implementation and outcomes.
  • Experience with grant writing, and monitoring operational planning, fiscal controls, budget management tools.
  • Strong analytical skills, with the ability to analyze data, identify trends, and make data-driven recommendations.
  • Excellent organizational and time management skills, with the ability to manage multiple plans and projects simultaneously.
  • Contract oversight, including scope of work development, budgeting, and risk management.
  • Strong interpersonal and communication skills, with the ability to effectively collaborate with cross-functional teams and communicate complex information to stakeholders.
  • Teamwork to advance the Department and Association goals
  • Detail-oriented with a high degree of accuracy in work output.
  • Proficient and experienced writer with demonstrated proficiency in using Microsoft Office products, including advanced application of Word and PowerPoint.
  • Knowledge of relevant industry regulations and best practices.
  • Ability to adapt to changing priorities and work in a fast-paced environment.
  • Demonstrated diplomacy and ability to maintain confidential information

WORK ENVIRONMENT

This job operates in a professional office environment as well as an outdoor environment.

The employee must occasionally lift or move up to 25 pounds and must be able to maneuver around office and storage areas. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. Able to work a standard work week, and longer hours on occasion, as needed to meet deadlines.

POSITION TYPE AND EXPECTED HOURS OF WORK

This is a full-time position. Day and hours of work as defined by the Director of Planning and Development
