Cambio Consulting Group is seeking a Management/Program analyst with at least 2-3 years of experience to support Animal Plant Health Inspection Service (APHIS) Veterinary Services (VS) Diagnostics & Biologics (D&B) one division, the National Veterinary Services Laboratories (NVSL), by taking an active role in assisting in a number of strategic initiatives. This position will provide administrative and office automation and support duties for the NVSL and Foreign Animal Disease Diagnostic Laboratory (FADDL) leadership and other Directorate personnel in performing their duties. This position will require someone who can work independently and is responsible for the accurate reporting of administrative activities and NVSL accomplishments.

This position will be onsite at the Foreign Animal Diagnostic Disease Laboratory, Plum Island, NY. It is a position for Monday – Friday, with hours of operation are to be 7:45 am to 4:15 pm ET including 30 minutes for lunch. Employees will get a 15-minute morning and afternoon break. Facility is closed due to federally recognized holidays.

Travel to and from the Plum Island Animal Disease Center is by ferry which is covered free of charge. The ferry runs from Orient Point, NY or Saybrook Point, CT with a variety of schedules.

Duties: 

· Develop internal and external communication plans to a wide range of technical and non-technical audiences.

· Work closely with the Leadership to find new and improved business practices, and management processes that will benefit the mission of the NVSL.

· Conduct inventories of equipment, supplies and files.

· Organize documentation and records, and work with leadership to implement processes for the relocation of personnel, equipment, and supplies.

· Work closely with records managers to implement the documented official records management solution, in which all records are to be digitized.

· Effectively communicate with personnel to ensure successful functioning of newly implemented systems, procedures, and support training as required.

· Schedules, leads, and facilitates internal meetings.

· Tracking the accurate and timely completion of assignments, and for compliance within the provided instructions in accordance with standard methods laboratory operation procedures and with the laboratory.

· Data calls, reports, and PowerPoint presentation must be reviewed, errors identified and corrected prior to the data call due dates, and in a timely manner.

· Recommend modifications to existing procedures and workflows, and participate in the development and evaluation of new procedures and workflows.

· Participate and provide administrative support (i.e. scheduling and note taking). Monitor progress of the projects by establishing records of timetables and deadlines and tracking completion. Maintain contact with project leaders to follow up on deadlines, provide recommendations for adhering to deadlines, and provide assistance, as necessary. Develop progress reports and provide reports to the management team as appropriate.

· Assist in the gathering of NVSL-wide staff and project performance accomplishments and prepare quarterly and annual reports. Tabulate, review, and evaluate data for performance measurement systems.

· Receive visitors and telephone calls to the laboratories requesting information.

· Review incoming correspondence, logging mail requiring a tracking or response, and initiate follow-up actions to insure timely response.

· Establish and maintain files of the program correspondence, reports, and records according to the APHIS Records Management guidelines.

· Follow safety, health, quality assurance, and biosecurity rules and regulations required by the National Veterinary Services Laboratories. Demonstrate an awareness of equal opportunity/civil rights policies and responsibilities.

· Conflict Management - the ability to identify and elevate workplace conflict.

Requirements:

  • Must have administrative experience with a variety of computer software including Microsoft Office software applications for word processing for correspondence, electronic spreadsheets, presentation, databases, and e-mail.
  • Knowledge of grammar, spelling, capitalization, formats, and punctuation, as well as basic math concepts, to correct obvious errors.
  • Ability to produce documents that are 508 compliant.
  • Knowledge of project management and facilitation techniques to carry out special projects and assignments or facilitate NVSL employee meetings.
  • Ability to work independently using judgment to establish priorities, resolve problems, and plan and organize work in support of the office mission.
  • Ability to organize various tasks and maintain productivity by responding to unplanned priorities without day-to-day supervision.
  • Ability to review a variety of documents for completeness of information.
  • Skill in managing purchasing of supplies, equipment, and services.
  • Knowledge, or ability to quickly acquire knowledge, of federal software systems including Microsoft Knowledge Center, and other federal information management software systems.
  • Knowledge, or ability quickly to acquire knowledge, of federal Records Act requirements and ability to manage Records Act compliance.
  • Skill in information technology, including using telephone conferencing and video-teleconferencing equipment, high volume copiers and scanners, and other high tech office equipment and software.
  • Ability to communicate effectively both orally and in writing.
  • Ability to interact professionally with the public.
  • Ability to pass the Information Security Awareness exam to access USDA’s computer network
  • MUST BE US CITIZEN
  • Must be able to pass a Government Security Clearance. 
  • All contractor employees must read, write, speak and understand English fluently.
