Serve as a Supervisory Program Analyst overseeing process improvement/lean manufacturing at the Rock Island Arsenal Joint Manufacturing and Technology Center (RIA-JMTC). Provide technical guidance for development of implementation plans for timely and effective transition from existing to proposed systems, practices, and procedures. Serve as project officer on special assignments related to improving productivity and efficiency. Gather information on and discuss lean program requirements and make recommendations to management on improving processes that have the greatest potential return on investment. Develop program goals and objectives both annually and long term (three to five years out). Supervise and direct staff permanently or temporarily assigned to the organization on career development or special assignments. Authorize interim deviations from procedures and recommend alternate courses of action to improve efficiency and productivity in operations. Specialized Experience: One year of specialized experience which includes developing operational policies and guidance regarding strategic documents, programs, processes, and policies; analyzing statistical data to identify program management issues; participating in studies to evaluate program effectiveness; formulating, developing, and implementing processes to evaluate, correct, and improve production operations; and identifying problem areas to provide recommendations for program changes. You will be evaluated on the basis of your level of competency in the following areas: Leadership Oral Communication Planning and Evaluating Strategic Thinking Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-???????12). Additional Information The Rock Island Arsenal Joint Manufacturing and Technology Center occupies 1.5 million square feet of its Kingsbury Complex home. As the only multi-purpose and vertically integrated metal manufacturer in the Department of Defense, the center possesses the unique technical expertise and equipment to manufacture products high in quality and sustainability. RIA-JMTC also reaches out to the community by offering machinist apprenticeships and other training programs to qualified applicants. The availability of centralized manufacturing and testing allows production to come full circle, thus minimizing the need to outsource. This full service center holds within it the people and the equipment needed to meet goals of continuous process improvement, efficiently utilizing available time and money.
