Position Overview

Apogee is seeking a Business Analyst I to support a U.S. Government contract in Subcontracts Administration and Proposal Coordination. In each of these areas the Business Analyst would have the following duties and responsibilities:

Subcontracts Administrator

·       Generate and Process Subcontracts and Purchase Orders as well as modifications when a request is received per Apogee procedures to the International Subcontracts manager for Execution within Apogee’s DELTEK system:

o   Work with Project Controls, PSS and Operations to gather subcontract/vendor packages to be input into DELTEK Costpoint subcontracts module once a signed requisition is received. Ensure all documents required per the requirements have been sent and a signed purchase requisition has been received.

o   Once the requisition is received have it reviewed by the Project Controls and PSS team to ensure information, cost codes and amounts are correct.

o   Once reviewed begin workflow input into Cost point.

o   Once input is complete send draft backout for final review to ensure it matches the requisition and all information is correct.

o   Update in the system if needed

o   Coordinate with the International Subcontracts Manager to send the complete PO to the Subcontractor/vendor for signature.

o   Once a signed copied is received back from the coordinate with the International Subcontracts Manger to sign and execute the PO.

o   Once Executed send a copy back to the subcontractor/vendor and file on SharePoint.

o   Send SharePoint link to Admin to incorporate into Master TA Summary tracker Log.

  • Work with Operations and Business Management to set up new and maintain prequalified Vendors and Subcontractors.
  • Provide daily oversight of assigned subcontracts.
  • Participate in the full-life cycle of subcontract administration from award through closeout activities in support of assigned Projects per Apogee procedures.
  • Ensure compliance with project processes/procedures/tools, and ensure subcontractor compliance with terms and conditions, reporting, deliverables, invoices, and other requirements.
  • Working with International Subcontracts Manager to maintain complete subcontract documentation and correspondence to meet record management requirements
  • Subcontractor invoice review of indirect rates.

 

Proposal Coordination

·       Distribution of proposal RFP documents to the proposal team

·       Setup of proposal folders in SharePoint and file RFP and template documents

·       Update and provide narrative templates to the proposal team

·       Create a proposal matrix and proposal schedule from the RFP requirements

·       Set up all meetings that includes at a minimum of a kickoff, status meetings, review meetings and any other needed.

·       Ensure proposal stays on track and that version control is maintained

·       Assemble as distribute the draft proposal to the Red team reviewers of the proposal.

·       Gather all review team comments, hold a review with Program Manager, Contracts Manager and Business Manager, debrief and distribute the comments back to the proposal team for recovery

·       Final Edit the proposal narrative and assemble the final proposal into a PDF with all associated backup and cost templates.

·       Conduct a final white glove review with contracts manager of the final proposal and submit to the client

·       Ensure the final proposal is filed on the SharePoint point site and all draft versions are in the appropriate folders.

·       Coordinate any questions or updated revisions during negotiations.

Required Qualifications:

·       Required Education: Bachelor’s degree

·       Years of experience: 1-2 years of relevant experience in contracts, subcontracts, legal, supply chain or similar work experience. 

·       DELTEK – Costpoint Experience
