Senior HR&Admin Manager

The ideal candidate will support the full scope of Human Resources responsibilities and partner with the organization on strategic initiatives. They will maintain and enhance the organization's human resources by planning, implementing, and evaluating human resources policies, programs, and practices. This role also has the function of administrative management ensuring the efficient operation of our manufacturing plant by overseeing and coordinating various administrative functions.

Key Responsibilities:

I. HR: Responsible for all HR related issues and functions to all USA region, conduct HR activities. Provides strategies and operational HR and Admin support, drives the translation of business plans and marketplace factors into effective organizational strategy and practices.

  • Provide strategic support to the business in the following areas:
  • (A)Yearly HR plan in terms of Staff budget, total headcount forecast, salary and benefit forecast.
  • (B)Optimize total headcount through appropriate manpower planning & allocation.
  • (C)Conduct periodic reviews of salary and benefits to ensure internal equity and external.
  • (D)Manage the leadership development program to ensure a sustainable workforce.
  • Efficient and effective management of compensation review and Performance Management Process:
  • (A)Responsible for ensuring timely administration of performance management & annual salary & bonus review process in line within the Group guidelines.
  • (B) Monitoring & processing monthly payroll including salary & incentive program if any
  • (C)Support the rollout of any rewards/bonus schemes that are to be implemented within USA.
  • Training and Recruitment:
  • (A)Work with Dept managers to develop and drive the employee training program.
  • (B)Ensure the use of more effective & innovative recruitment channels & interview methodology to fill staffing gaps efficiently and effectively in support of business needs.
  • HR Manual, Policy and Handbook:
  • (A)Support the rollout of policy, including the merger of harmonized policies and practices for the USA Enterprises.
  • (B)Ensure all labor contracts contents are consistent and in compliance with local labor law.
  • (C)Review and update the HR policies/employee handbook in line with local labor law and competitive practice and ensure good communication of this manual to all employees and line managers.
  • Employee relations:
  • Understand and formulate a plan to address employee relations and labor relations as appropriate.
  • HR responsibility:
  • Proper guide HR officers to handle daily HR affairs.
  • Serve as a strategic partner to senior management in all human resources matters to achieve company goal as well as collaborate with senior management to enable organization change and increase employee commitment and capability.

II Admin: ensure the efficient operation of our manufacturing plant by overseeing and coordinating various administrative functions.

  • Office Management:
  • (A)Maintain and optimize the administrative office space within the manufacturing plant.
  • (B)Oversee the procurement and maintenance of office supplies and equipment.
  • Budget and Expense Management:
  • (A)Assist in budget preparation and monitor expenditures for the administrative department.
  • (B)Identify cost-saving opportunities and recommend improvements in spending.
  • Policy Development and Compliance:
  • (A)Develop and enforce administrative policies and procedures, ensuring compliance with relevant laws and regulations.
  • Vendor and Supplier Management:
  • (A)Manage relationships with vendors and suppliers, negotiate contracts, and ensure service quality.
  • (B)Coordinate the procurement of goods and services for the manufacturing plant.
  • Project Management:
  • (A)Lead and oversee administrative projects, such as office renovations or equipment upgrades.
  • (B)Ensure that projects are completed on time and within budget.
  • Security and Safety:
  • (A)Oversee security measures and safety protocols within the plant, including emergency response plans.
  • (B)Promote and maintain a safe working environment.


Qualifications


  • Bachelor’s degree (or above) in human resources management or related field
  • 5+ years' experience in human resources management in large manufacturing company; work experience in multinational corporation is a plus
  • Adaptation to fast pace of work
  • Working knowledge of HR related systems
  • Deep understanding of employment laws and regulations
  • Strong organizational, critical thinking and communications skills
  • Attention to detail and good judgement
  • Proficient in Microsoft Office
