Project Engineer, Lake Charles Refinery

The Project Engineer at Lake Charles is responsible for working on multiple on-site projects for Central Projects.
Responsibilities May Include:
- Managing a group of small projects from FEL 0/1 through Detailed Design with an EPC for Central Projects
- Understanding a project's size, complexity, and risks in order to outline an appropriate execution strategy for the project
- Generating creative solutions to build aggressive but executable cost estimates aligned with realistic construction schedules
- Coordinating and managing internal Phillips 66 resources and external resources required for project development
- Consulting with Business Development, Strategy Execution and Project Execution personnel to establish priorities and scope projects that meet the requirements of our third-party customers
- Consulting with operations and technical support staff to verify operability of projects in development
- Managing engineering, procurement and construction activities of contractors
- Developing and monitoring Key Performance Indicators (KPIs) and Dashboard for various projects
- Developing and presenting project status reports to senior management
- Effectively working cross-functionally across various functions to articulate and secure functional support for the project
Basic Requirements:
- Legally authorized to work in the job posting country
- Bachelor's degree in Engineering
- 5 or more years of experience working in the oil and gas industry
- 5 or more years of experience in project development, project engineering or project management coordination
- Must be willing and able, with or without reasonable accommodation, to comply with the following:
- Travel up to 5% of the time
- Work extended hours, which may include evenings, weekends, and holidays in support of project integration
- Work safely in process units
- Climb ladders and stairs in process units
- Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection)
Preferred Qualifications:
- Professional Engineering License (PE)
- Variety of experience in areas of Projects such as a specific Engineering discipline, Construction execution or Project Controls
- Experience as lead Engineer with an Engineering Contractor
- Experience in the Operating and/or Maintenance Departments
- Excellent communication and negotiating skills
- Proficiency in written communications and presentations
- Field experience in construction related activities
- Experience in contract dispute resolution and claims management
- Experience as Company Representative in a fabrication yard
- Experience with the Project Approval Process and in preparing supporting documents
The Lake Charles Refinery is located in Westlake, Louisiana. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking, hydrodesulfurization and delayed coking units. Facilities also include a specialty coker and calciner. The refinery processes a mixture of light to heavy, low- and high sulfur and low- and high-acid crude oils. It receives domestic, Canadian and other foreign crude oil through truck, pipeline, marine transportation and terminals, including the Beaumont and Clifton Ridge terminals and the Bayou Bridge Pipeline. Lake Charles produces a high percentage of transportation fuels. Other products include off-road diesel, home heating oil, feedstock for our Excel Paralubes joint venture, specialty graphite petroleum coke and petroleum coke. Refined products are distributed in the southeastern and eastern United States by truck, rail car, barge or pipelines and exported to Latin America and West Africa.
