The SIS Engineering Lead plays a crucial role in formulating and executing strategies to maintain compliance with Safety Instrumented Systems (SIS) at the Lake Charles Refinery. This position ensures that all initiatives adhere to Recognized and Generally Accepted Good Engineering Practices (RAGAGEP) as well as Phillips 66 corporate and site standards. Acting as a subject matter expert in instrumentation, the role engages in all Layers of Protection Analysis (LOPA) assessments and collaborates with maintenance and technical services teams to offer troubleshooting and design assistance.

Key Responsibilities:
  • Implement Phillips 66 Required Standards, engineering protocols, mechanical integrity guidelines, RAGAGEP standards, and safety regulations to fulfill SIS requirements throughout all stages of the SIS lifecycle.
  • Ensure compliance with ISA-61511 and Phillips 66 standards by serving as the independent SIS senior competent person for functional safety assessments (FSA).
  • Lead FSA initiatives throughout the SIS lifecycle.
  • Collaborate with the RBI SIS lead and participate in the corporate SIS/LOPA FIN sub-team.
  • Evaluate and authorize SIS testing procedures developed by project teams and modified by maintenance staff.
  • Identify and advocate for enhancements in SIS, including design improvements, reliability enhancements, and optimization of testing methodologies.
  • Track metrics related to LCMC SIS performance, such as nuisance trip rates, demand rates, scheduled test compliance, and SIS failure data.
  • Leverage metric outcomes to drive improvements in overall LCMC management, design, and maintenance operations.
  • Review and validate results of root cause failure analyses (RCFAs) for incidents involving SIS.
  • Provide engineering support for resolving SIS challenges across complex systems and contribute to strategies aimed at preventing recurrence.
  • Formulate and communicate clear and specific strategies.
  • Demonstrate self-motivation, ownership, and accountability for personal actions.
  • Promote company values, emphasizing respect for all individuals, ethics, safety, and environmental stewardship.
  • Utilize functional expertise to enhance business success.
Required Qualifications:
  • Bachelor's degree in electrical engineering, mechanical engineering, or a related discipline.
  • Certification in SIS engineering competency from ISA, TUV, or Exida.
  • Ability to obtain a Transportation Worker Identification Card (TWIC).
  • Willingness to comply with the following requirements, with or without reasonable accommodation:
    • Travel up to 5% of the time.
    • Occasional on-call responsibilities.
    • Work extended hours, including evenings, weekends, and holidays.
    • Lift and transport items weighing up to 50 pounds.
    • Work safely near large, hot, high-speed machinery.
    • Climb ladders and stairs up to 200 feet high.
    • Handle chemicals, including acids and bases.
    • Work with hydrocarbons under high pressure and heat.
    • Operate outdoors in challenging weather conditions.
    • Wear fire-retardant clothing and personal protective equipment (such as steel-toe shoes, ear protection, and eye protection).
    • Maintain a clean-shaven face for proper respirator/face mask sealing.
Preferred Qualifications:
  • Familiarity with industry standards.
  • Ability to interpret logic diagrams, including ladder and function block diagrams.
  • Proficiency in reading, analyzing, and interpreting technical procedures, governmental regulations, and technical manuals.
  • Capability to write reports, business correspondence, and procedural manuals.
  • Skill in effectively presenting information and addressing questions from groups of managers and peers.
  • Experience working with standard computer applications, including word processing, spreadsheets, and databases.
  • Ability to interpret and develop safety requirement specifications (SRS), proof test procedures/work instructions, SIL verification calculations, and other SIS-related design documentation.
  • Experience conducting functional safety assessments (FSA).
