Job Description:
The Child Care Regulation (CCR) Risk Analyst Manager reports to the Director of the Performance Management Unit (PMU). The Risk Analyst Manager III performs moderately complex managerial work administering PMU's daily operations and activities. The Manager III provides supervision and guidance to Program Specialist Vs (Risk Analysts) within the program area. The position conducts periodic meetings of all Risk Analysts to develop staff and promote consistency and skill building in regulatory rules, policies, and procedures. This position is also responsible for developing staff in compiling and presenting reports, assessing safety of children in regulated child care, and data-driven decision-making and assessment methods focused on regulatory compliance. The position supports PMU in overseeing and evaluating the team's analysis of data, identification of trends and patterns, and communication of quality assurance results to CCR program staff and internal stakeholders. This position works closely with the Director of PMU and CCR state office and field staff, in addition to other HHSC divisions including information technology, budget, and legal. Essential Job Functions:
Plans, coordinates, reviews, and provides direction regarding the Risk Analysts' activities to ensure accurate and consistent analysis, data gathering, and reporting. Analyzes and interprets data and trends to identify progress and improvements to the Child Care Regulation program. Communicates these findings in formal, written reports in a manner that facilitates further program improvement. Develops performance management criteria and methodology regarding the collection and analysis of data. Assists in the development of policies and procedures. Researches case reviews for trends and practices. Communicates with a variety of internal and external groups, including leading or serving on workgroups.

Provides supervision to Risk Analysts (Program Specialist Vs), including completing performance evaluations, approval of time/leave/travel, making hiring decisions, and initiating/monitoring disciplinary actions.

Reviews quality assurance data (including divisional reports as well as individual performance analyses) on a regular basis to identify policy gaps, inconsistencies, and training needs. Ensures that any such issues identified are addressed with direct reports and shared with the director to determine if policy changes or training modifications are needed.

Performs other duties as assigned and required to maintain unit operations, which may include but is not limited to: completing risk analysis work, supervising additional staff during vacancies or extended leave, or completing work products that would normally be assigned to program specialists for completion.
Knowledge Skills Abilities:

Skill in effective written communications, including the ability to write formal communications and to prepare clear and concise reports.
