The main purpose of this position\r
is to function as a Classification and Salary Analyst for MDH.� The position makes recommendations and\r
processes Department's reclassification requests and compensation requests to\r
include but not limited to Acting Capacity Requests, Salary Exception, and\r
Above Base Requests.� This position will\r
provide guidance to all of MDH to include Headquarters, Local Health\r
Departments and Facilities in reference to any reclassification and salary\r
requests, as well as communicate with DBM regarding these requests.\r

Recruitment Outreach:\r
The\r
Regional Outreach Specialist is responsible for building and maintaining\r
recruitment outreach linked to a specific geographic area. The incumbent will\r
be responsible for building and maintaining relationships with colleges,\r
universities, trade schools, and high schools to promote job opportunities for\r
the Maryland Department of Health. This position will also be responsible for\r
attending job fairs and other outreach events that are in their geographic\r
location. Job duties include meeting with agencies in their assigned area to\r
determine vacancy needs, representing MDH within the community, and giving\r
presentations about MDH and employment opportunities. This position will assist\r
the facilities, hospitals, local health departments, and regional offices\r
within their assigned region.� This\r
position may also assist with events outside of their assigned region.� This position will assist in other\r
recruitment activities such as advertising and sourcing from time to time.� This position is responsible for activities\r
that supports Recruitment Outreach, such as maintaining an applicant database,\r
assisting candidates, and special projects as they relate to Recruitment\r
Outreach.\r

MINIMUM QUALIFICATIONS

Experience:�Four years of professional HR management work�experience in the areas of recruitment, classification, salary administration, employee relations, test development and validation or as a generalist.\r
Notes:\r
1. Candidates may substitute paraprofessional personnel work experience on a year-for-year basis for up to four years of the�required experience. Paraprofessional personnel work is�defined as work involving the application of public sector�personnel procedures, policies, rules and�regulations to�specific employment actions.� Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and�policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries�concerning employment actions.\r
2. Candidates may substitute the possession of a Bachelor's�degree from an accredited college or university for the�required experience.\r
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classification or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the� required experience.\r

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.�Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Maryland Department of Budget and Management within six months from the time of appointment to the position.� Employees are also required to obtain recertification every six months thereafter.\r
2.�Employees in this classification may be assigned duties which require the operation of a motor vehicle.� Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r
