Duties


The Supervisory General Engineer serves as the Chief of the Facility Services Division working under the direction of the Director of Integrated Support Services (ISS) Directorate, Library of Congress, Office of the Chief Operating Officer.

Incumbent is responsible for the overall direction of major construction(s) or major renovation project(s) within the confines of all Library of Congress facilities or other area(s) as assigned under the direction of the ISS Director.

The incumbent works closely with the Architect of the Capitol, Space Utilization Planning & Design Office (SUPD), Facility Operations, Safety Services Chief, service contract coordinators and contractors, as well as officials with other government agencies.


The incumbent is responsible for directing and coordinating (1) assigned construction projects, space planning and design involving government and/or contract support; (2) building standards and related items; (3) any and all related engineering, mechanical, electrical, HVAC and/or environmental activities; (4) computer generated drawing and information files; (5) building services including design, flooring, workspaces and modifications, furniture and furnishings installation in accordance with accepted ergonomic requirements, inspection, and general attention to staff related business issues.

In carrying out all duties, the incumbent will ensure safety and facility services are carried out responsibly and efficiently and in full accord with all governing laws, policies, building codes and regulations.


Responsible, directly and through key subordinates, for accomplishing day-to-day and long-range planning to ensure the Facilities Services Division is organized in the most efficient, economical, and advanced manner.

Plans for and effectively uses resources allocated to the Division.

Prepares and manages the Division's operating budget, ensuring adherence to schedules and efficient use of funds and other available resources.

Applies innovative and emerging engineering technologies and concepts to execute Library-wide facilities programs.

Serves as the technical expert and leading authority for a variety of complex and diverse architectural, engineering, analytical, and/or evaluative studies related to the assessment of facility projects identified in the Library's Multi-Year Project Plan.

Performs management and/or oversight duties in the development of preliminary and conceptual design processes as well as the detailed design of facilities, systems, structures, or equipment.

Interacts with senior management to formulate agreements and plans for institutional support of project activities. Ensures hazards identified through building inspections and audits are abated.


Oversees all phases of major Library of Congress facility projects to ensure integration and coordination within established timeframes and adherence to established Library goals and objectives.

Plans, guides, coordinates, and manages the work of subordinate, secondary, and matrixed resources engaged in accomplishing the missions and functions of the organization.

Conducts periodic program reviews and analysis briefings to compare progress with objectives and established performance milestones.

Identifies areas where slippage is occurring and determines required corrective action to bring project(s) in line with established schedules and costs.

Overcomes and resolves difficult and complex technical, project management, and construction problems using innovative and original approaches.


As the Supervisory General Engineer serves as the Chief of the Facility Services Division, supervises staff of program and project managers, administrative, and support team members performing work up to the GS-14 level.

Delegates authority to subordinate supervisors, outlines policy and overall program requirements and objectives, and coordinates and monitors the execution of assigned functions.

Establishes performance standards, which are clearly communicated through the Library's formal employee performance management system.

Communicates Division's expectations and gives frequent and appropriate guidance and feedback to staff to ensure Library priorities and initiatives are achieved.

Approves or disapproves leave requests, resolves complaints and grievances, and initiates disciplinary actions when necessary.


Integrates and coordinates the efforts of agency personnel with those of contractors in facilities development, facilities services, and engineering functions.

Provides authoritative technical decisions, advice, and consultation to contractors on variables and unknowns affecting planning, coordination, and critical problems with respect to safety and costs.

Serves as the Contracting Officer's Representative (COR) for multiple contracts.

Performs other duties as assigned.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
