- You will resolve LCS technical issues, liaison with NAVSEA 05 ship design managers, and technical warrant holders, interfacing as the Program's technical lead with industry.
- You will ensure industry is meeting technical related contractual requirements and determining program priorities in the funding and managing the execution of engineering efforts being performed by Naval Surface Warfare Centers.
- You will serve as the primary Program technical representative while interfacing the Fleet entities.
- You will formulate, evaluate, nurture, and promote the generation and exchange of new concepts, principles, methods, applications, practices, and processes.
- You will supervise technical/administrative staff operations and manage programs.
- You will set priorities, prepare schedules for work completion, and ensure the timely performance of satisfactory work efforts.
- You will provide authoritative technical, scientific, and professional guidance or advice to senior level personnel concerning unusual or critical problems that often affect the work of senior engineers, support contractors, or other organizations.
- You will conduct and lead team through evaluations and investigations of design, engineering and integration problems which arise during design and construction.
- You will initiate recommendations for implementing design correction and/or changes; coordinate technical interface, and expedite/monitor progress.
- You will establish and maintain internal and external channels of communication across government and industry.

Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (or GS-13 equivalent), in the Federal service or equivalent experience in the private or public sector as a professional engineer managing ship design projects to ensure compliance with technical requirements, specifications, standards, or policies for the construction or modernization of surface ships.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
