Duties
  • You will maintain a comprehensive retro-commissioning program through strategic planning, leadership, and proper oversight.
  • You will perform the full range of administrative, technical supervisory duties, including directing work through subordinate supervisors; work development, planning, assignment, scheduling and review; provides guidance, instruction, decision making.
  • You will utilize engineering practices, principles, theory, techniques, and equipment to solve problems with commercial/industrial HVAC systems and Electrical/Mechanical Systems and report findings and recommendations.
  • You will establish technical and policy goals and sets objectives to maintain and/or improve the HVAC/DDC Preventive Maintenance (PM) Program at the PWDs.
  • You will coordinate efforts to reduce facility energy consumption as it relates to HVAC, leveraging technology to maximize efficiency.

    • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

      Qualifications

      Selective Placement Factor (SPF): This is position has an SPF which is current registration as a Professional Engineer (PE) from any state, the District of Columbia, Guam or Puerto Rico. Do you meet this requirement? Note - if you respond "YES", you must provide a copy of your current PE registration with your application. A copy of a wall certificate that does not show current registration status will not serve to verify you meet these requirements.

      In addition to the SPF and Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following: 1) Utilizing engineering practices, principles, theory, techniques, and equipment to solve problems with commercial/industrial HVAC systems; 2) Reviewing HVAC designs and specifications for completeness, functionality, sound engineering practice, and compliance with applicable codes and criteria, and recommending needed changes; 3) Providing guidance on HVAC Planned Maintenance (PM) to the Public Works Departments and assisting them to maintain and/or improve their PM Programs; 4) Coordinating with leadership on all matters related to HVAC control systems, and ensuring guidance and funding is in place for operation, maintenance and expansion of control systems; 5) Executing oversight of a comprehensive Retro-Commissioning program, including management of a multi-disciplinary team consisting of engineers and technicians and; 6) Coordinating efforts to reduce facility energy consumption as it relates to HVAC, leveraging technology to maximize efficiency.

      Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

      Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

      Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.       Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above).       Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
