Main Purpose of Job

The Maryland Health Care Commission, an independent State agency responsible for planning for health system needs and promoting informed decision-making by providing timely and accurate information on availability, cost, and quality of health care services, is seeking a MHCC Program Manager to work in Certificate of Need Division in the Center for Health Care Facilities Planning and Development. The Certificate of Need program is intended to ensure that new health care facilities and services are developed only as needed, in addition to other review criteria. The Program Manager's primary responsibility is leading staff review of Certificate of Need applications of capital projects by health care facilities. This primary responsibility involves evaluation and analysis of a proposed project's conformance with applicable State Health Plan criteria and standards. Further, the Program Manager prepares reports with recommendations for project approval or disapproval for the Commission's consideration. The Program Manager will also review proposed health care facility projects or actions to determine the applicability of MHCC's regulatory oversight authority. The types of facilities regulated by MHCC includes hospitals, nursing homes, ambulatory surgical, residential treatment, home health agencies, hospice, and addictions treatment centers. The position requires strong analytical, writing, and oral presentation skills and the ability to collaborate with peers.\r

The Maryland Health Care Commission (MHCC) has a hybrid work\r
policy where employees work remotely according to the telework rules\r
established for MHCC employees during the COVID-19 pandemic.� MHCC provides information technology\r
equipment and software to employees who work remotely.� MHCC's hybrid work policy is consistent with\r
State telework policy that incorporates remote and in-person work for most\r
employees post COVID-19.\r

MINIMUM QUALIFICATIONS

Requires bachelor's degree in health\r
sciences, Health Care Administration, Public Health, Public Policy or closely\r
related field.� Relevant experience in evaluation,\r
analysis, or research related to the development of health care facilities is\r
required.� A master's degree or doctoral\r
degree in Health Sciences, Health Care Administration, Public Health, Public Policy,\r
or a closely related field will receive additional consideration.� This position requires strong skills in\r
writing quantitative analysis and oral presentation and must be able to work as\r
a member of a multidisciplinary team. \r
