Main Purpose of Job

To be responsible for administration, coordination, leadership and support of the Correctional Library Services program for LABOR'S institutional libraries. Provide leadership and oversight of the provision of library and information services to incarcerated individuals in Correctional Education Program sites throughout the state using current library practices and technology as defined by Correctional Education library policies and procedures and Division of Correction regulations.\r

POSITION DUTIES

Duties of this position include but are not limited to:\r
\r
\r
Provide leadership and support of the provision of library and information services in state correctional facilities using current best practices. Coordinates library information management system services in support of the various goas and objectives of the Correctional Education Program to ensure the provision of high quality and effective library services.\r
Manage and monitor library budget and allocations to CE libraries.\r
Develop grant resource opportunities\r
Supervise and support the work of full and part-time librarians within the correctional facilities.\r
Assist principals and other Correctional Library Program and Policy manual.��\r

MINIMUM QUALIFICATIONS

Education:� A Master's Degree from an accredited college or university or equivalent 36 credit hours of post-baccalaureate course work in Education or Education Administration/Supervision or a Maryland Advanced Professional Teaching Certificate in Secondary Education or Education Administration/Supervision or eligibility for a Maryland Advanced Professional Teaching Certificate. \r
\r
Experience: Three years of administrative, supervisory or teaching experience directly related to the assigned core program area in an education program providing services to an institutionalized or disadvantaged population. \r

DESIRED OR PREFERRED QUALIFICATIONS

1. Certification as a Public Librarian or Library Media Specialist and possess or be eligible for an Administrator I endorsement or a Professional Public Library Director License by the Maryland State Department of Education (MSDE).\r
2. Five years of experience as a professional librarian with at least 2 years in an administrative or supervisory capacity.\r
3. Experience working with at-risk population.\r

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Teachers in State operated school programs are required to acquire and maintain certification to teach in the State of Maryland per Section 6-101 of the Education Article of the Annotated Code and Code of Maryland Regulations (COMAR) 13A B(2). Applicants recommended for appointment will be required to complete an Authorization and Verification of Credentials. Additional educational credits beyond the Advanced Professional Certificate must meet the following criteria established by the Institutional Educators Pay Plan Committee in order to qualify for application toward the APC plus levels: \r

Credits must be beyond the education level held at the time the educational requirements for the Advanced Professional Certificate were met and must either relate to the current job responsibilities or be part of an employer approved program of study. Credits mean semester hours from a regionally accredited college or university or Maryland State Department of Education approved workshops. No more than one half of any additional credits applied to these criteria may be earned through Maryland Department of Education approved workshops. \r
