Introduction

Maryland's\r
Family and Medical Leave Insurance (FAMLI) program makes sure all workers in\r
Maryland have paid time off for medical and family reasons. FAMLI is a social\r
insurance system covering 2.8 million workers and 180,000 employers, delivered\r
as a digitally native, public-facing service. We're in the early stages of\r
building something as big and as far-reaching as unemployment insurance or a\r
new health department. We know that delivering services primarily through a\r
website, over the Internet, is a new way of doing business in government.\r
The\r
Employer Services directorate is responsible for all aspects of employer\r
participation in the FAMLI program–including ensuring accurate and timely\r
contributions and reports from employers, as well as understanding and serving\r
the overall needs of employers in complying and participating in this new\r
benefit. The Employer Services directorate is also responsible for maintaining\r
accurate employer accounts, and identifying non-compliant employers and\r
implementing measures to ensure their compliance\r
The Manager of Wage Data and Contributions will build\r
and lead the team that oversees the collection of wage data reports and\r
quarterly contributions from employers. The Manager of Wage Data and\r
Contributions will collaborate closely with the Director and Deputy Director of\r
Employer Services to build out the policies, processes, and standards for the\r
Wage Data and Contributions Unit. Opportunities in\r
state government to build new teams and processes from the ground up are rare,\r
and FAMLI needs a uniquely qualified candidate for this role: not just an\r
experienced and strategic manager who will be a trusted thought-partner for the\r
Employer Services leadership; and not just a capable and inspiring servant\r
leader who can hire, guide, and motivate a high-powered team; but also a\r
"builder" with the imagination, determination, and entrepreneurial outlook\r
necessary to build something great from scratch.�\r

Main Purpose of Job

The Manager of Wage Data and Contributions is one of the senior leaders of the Employer Services Directorate in the Division of Family and Medical Leave Insurance (FAMLI) at the Maryland Department of Labor (MDOL). The Director of Payments will set and execute the organizational strategy for the Payments section in the Employer Services directorate to collect employer contributions and wage and hour data, ensure adequate financial management of contributions, and facilitate employer compliance with FAMLI. The Director will collaborate with the FAMLI Digital Services, Community Engagement, Private Insurance Plans, and Policy teams, as well as other members of the Maryland Department of Labor, to ensure employers can easily make contributions to the state FAMLI trust, comply with required reporting, and generally have an excellent experience when interacting with the FAMLI program.\r

POSITION DUTIES

Duties of this position\r
include but are not limited to:\r

Manage contributions and wage data submitted to the FAMLI program.\r

Track and report trends with payments and denials and report discrepancies the\r
Director of Employer Services.\r

•\r
Manage the audit process of employer accounts and collaborate with all\r
applicable stakeholders to ensure compliance with FAMLI regulations.\r

•\r
Establish and implement policies and procedures for the Wage Data and\r
Contributions Unit.\r

•\r
Manage the FAMLI payment and reporting platform for employers participating in\r
the FAMLI program.\r

•\r
Develop, implement, and manage short and long-range plans for the Wage Data and\r
Contributions Unit. \r

•\r
Plans, coordinates, supervises, and evaluates the work of subordinate employees.\r

•\r
Prescribe and oversee the development and training of Wage Data and\r
Contributions Unit staff.\r

•\r
Manage communications pertaining to accounts balances and itemized breakdowns\r
of account balances.\r

•\r
Represent the Employer Services Directorate before state officials, legislative\r
committees, and senior managers and executives.\r
\r

• Perform other related leadership duties as\r
required.\r

MINIMUM QUALIFICATIONS

\r
Education:\t\r
A Bachelor's degree from an accredited college or university\r
Experience:\t\r
Five years of professional accounting experience or five years of experience examining, analyzing, and interpreting accounting systems, records, and reports by applying generally accepted accounting principles.\r
Five years of supervisory experience managing or leading teams.\r
