A Brief Overview

Plans, organizes, leads and directs the staff and operations of one or more major programs or functions within Supply Chain, as assigned by the Director, including overseeing and trouble-shooting all facets, including distribution of supplies and inventory management.

This is a multi-incumbent managerial job class with substantial responsibility for the exercise of independent judgment in interviewing, selecting and training subordinates, assigning work, developing work procedures, establishing work schedules, monitoring and evaluating the work performed by subordinates, and

disciplining subordinates.

Management is the process of orchestrating the effective and efficient accomplishment of critical activities through others' performance and supervising employees who perform work in the activities managed. It includes the authority for planning, organizing, directing, coordinating, and controlling activities and resources. Effective management requires systems thinking (the "big picture" context of the issue being addressed; interconnectedness with other issues not readily apparent; consideration of potential ramifications of actions and decisions; how potential effects should reasonably alter the plan of action; what players need to be included or informed).

What you will do

  • SURGICAL MATERIALS (C51193):
  • Perform to quality, business and operational measurement criteria outlined by the Director to monitor surgical materials performance, utilizing lean quality improvement techniques and executing and facilitating problem-solving processes for continuous improvement against those measures.
  • Execute against a system-wide approach for supply chain integration within surgical materials developed by the Director that lowers the total cost of distribution and inventory management functions while improving quality, service and support to caregivers.
  • Ensure the compliance of service delivery standards; take appropriate actions by implementing and managing service level agreements.
  • Find opportunities in the current surgical materials procurement and delivery process utilizing workflow expertise.
  • Implement performance improvement and lean management solutions to reduce supply and inventory cost.
  • Identify variability/gaps in sourcing, logistics, distribution, and inventory management and recommend process redesign for service improvement and cost reduction.
  • Optimize inventory levels based on a Lean "Plan for Every Part" methodology.
  • Leverage Supply Chain technology solutions currently in place at SHC to create optimal efficiencies and ensure appropriate information linkages to other systems, i.e. surgical information systems and patient charge masters. These technologies include Supply Chain information/inventory systems, point of use technology, and e-commerce.
  • Actively oversees all functions to bring new product into the Operating Room.
  • Approves, validates and verifies all supplies ordered for the OR. Determines Par Level quantity; defines cart supplies and re-stocking; supports the OR business manager with accurate data management for budgeting & revenue management.
  • Ensures database validity and integrity for items carried within the OR supply location.
  • Runs system reports and downloads data as necessary for the analysis of OR related items.
  • Manages the operation of the supply chain and is responsible for supporting the Operating Rooms (OR) with effective management of all high-end surgical materials.
  • Participates in vendor management as pertains to the supply operations.
  • Responds to all operational issues regarding OR supplies. Initiates and follows through on appropriate action to achieve solutions.
  • Serves as the primary contact for trouble shooting any supply chain incidents/problems in the OR.
  • Responsible for synchronizing of OR item file data between PMM, SPM and CERNER.
  • Supervises staff responsible for replenishing, providing and processing routine and special supply requests for OR, including hiring, determining workload and delegating assignments, training, monitoring and evaluating performance, responding to grievances, and initiating corrective or disciplinary actions.
  • Works to coordinate all physical inventories and cycle counts with staff and supply location.
  • Works with Surgery staff, OR Buyer, Sales Reps to determine acceptable substitutions for products unavailable due to backorder or delay in delivery and communicates status to customer. Participates in non-stock & specialty product procurement.
  • SUPPLY CHAIN LOGISTICS (C51191):
  • Responsible for Dock Services and Mail Services.
  • Accountable for material and information flow from dock to point of use and optimizing workflows to ensure efficient fulfillment.
  • Perform to quality, business and operational measurement criteria for supply chain logistics outlined by the Director to monitor logistics performance, utilizing lean quality improvement techniques and executing and facilitating problem-solving processes for continuous improvement against those measures.
  • Within both dock workflows: execute against a system-wide approach for supply chain integration developed by the Director that lowers the total cost of distribution and inventory management functions while improving quality, service and support to caregivers.
  • Ensure the compliance of service delivery standards; take appropriate actions by implementing and managing service level agreements.
  • Find opportunities in the current logistics program, leveraging workflow expertise. Implement performance improvement and lean management solutions to reduce supply and inventory cost.
  • Identify variability/gaps in sourcing, logistics, distribution, and inventory management and recommend process redesign for service improvement and cost reduction.
  • Optimize inventory levels based on a Lean "Plan for Every Part" methodology.
  • Leverage Supply Chain technology solutions currently in place at SHC to create optimal efficiencies and ensure appropriate information linkages to other systems, i.e. surgical information systems and patient charge masters. These technologies include Supply Chain information/inventory systems, point of use technology, and e-commerce.
  • Develops, implements and maintains procedures for receiving, storage and delivery of items procured from vendors.
  • Ensures that appropriate files are developed and maintained for receiving reports, manifests that provide an audit trail for accounts payable, proof of delivery of an item to the proper department, and payment of freight invoices within regulated time limits.
  • Ensures that capital equipment received is properly inspected and tagged by appropriate staff before delivery or installation in a department. Ensures proper handling, storage and accounting for equipment and records place in warehouse storage.
  • Ensures that procedures are developed and implemented to provide for the timely processing of receipts to and issues from the Dock Services inventory in accordance with the requirements of the Materials Management Information System.
  • Researches and resolves discrepancies in shipment coming into the Hospital from vendors in conjunction with the Purchasing Department and the Materials Management Information System.
  • Ensures that the warehouse and loading dock areas are maintained in a safe, neat and clean condition, and the corridors are kept clear of supplies, equipment and trash.
  • Controls and directs all traffic in and around the loading dock area. Coordinates the staging, pickup and proper storage of Hospital Infectious Waste with Housekeeping and the Environmental Safety Facility on Campus.
  • Coordinates return shipments to vendors in concert with University Procurement, Stores and outside vendors.
  • Coordinates the pickup and disposition of surplus property through the University Surplus Property Sales department.
  • Develops and implements procedures and an in service training program insuring that all materials that may be hazardous in the department are properly labeled, handled, and stored and that appropriate Material Safety Data Sheets are present and explained to all employees prior to working with each type of hazardous material.
  • Provides training to Dock staff concerning unknown substance spill procedures per hospital policies and procedures.
  • SUPPLY DISTRIBUTION (C51192):
  • Responsible for Supply Distribution and inventory management, with direct responsibility for the 2-Bin Kanban/RFID system.
  • Monitors and improves methods and procedures for ordering, receiving, issuing, quality control, charge collection and reconciliation of inventory.
  • Monitors and recommends changes to policies and procedures for the operations and activities of the Supply Distribution systems ensuring compliance with applicable requirements of Federal, State and any other regulatory agency.
  • Participates in the planning and development of new products, methods, procedures, systems, etc. and is responsible for the implementation and management of the same within the scope of Supply Chain.

  • Continuously assesses and improves department's performance based on 'customer' needs; and participates in improving performance and services which benefit staff, patients and other customers. Effectively maintains appropriate quality improvement and control programs in response to staff and patient feedback, internal standards of care and external requirements.
  • Provides for the scheduling and documentation of in-service, education and training programs for assigned staff.
  • Performs other related and incidental duties as needed or assigned.

Education Qualifications

  • Any combination of education and experience that would likely provide the required knowledge, skills and abilities as well as possession of any required licenses or certifications is qualifying.
  • A Bachelor's degree from an accredited college or university in supply chain management, logistics management, materials management, purchasing, procurement, business administration, or a closely related field.

Experience Qualifications

  • Five (5) years of progressively responsible experience in inventory control and supply chain/materials management

Required Knowledge, Skills and Abilities

  • Knowledge of logistics, supply chain, and materials management principles and practices, including the "Seven Rights of Fulfillment"
  • Knowledge of leadership, managerial and supervisory techniques and principles
  • Knowledge of budgeting methods and systems
  • Knowledge of problem solving techniques
  • Knowledge of general business and management processes
  • Knowledge of (or ability to quickly learn) Lean and quality/process improvement principles and techniques and apply them to continuously improve supply chain management
  • Knowledge of contracts and contract terms
  • Knowledge of the concepts for review and evaluation of internal control systems
  • Knowledge of applicable occupational and safety standards
  • Skill in using personal computers, the Microsoft Office Suite of business software applications, and materials management related software applications
  • Ability to assign, monitor, direct, and evaluate the work of as well as train a multi-disciplinary workforce
  • Ability to prioritize multiple, competing tasks based on changing business needs and complete work within deadlines

Base Pay Scale: Generally starting at $ $83.07 per hour
