Investments in human capital-the knowledge, skills and health people accumulate over their lives - are key to unlocking a child's potential and improving economic growth in every country. The HCP team is an innovative and entrepreneurial team driving for results across global-regional and sectorial boundaries. While the HCP is guided by a Steering Committee at Vice President level, a small dedicated HCP team in the Human Development Practice Group is responsible for initiating and delivering strategic tasks related to the project, such as facilitating the integration of human capital priorities in country engagement, curating innovative human capital analytical products and developing operational frameworks, driving new thinking and approaches, and building momentum and capacity through convening and both external and internal knowledge exchanges.

The HCP team is recruiting a Senior Partnership Specialist to support efforts toward integrating human capital priorities across the World Bank Group and beyond - among stakeholders in the private sector, non-governmental organizations, academia, foundations, and more. Importantly, this role will lead the strategic strengthening of the HCP Focal Point Network, a community of practice made up of government clients in 82 countries, typically high-ranking Ministry of Finance officials, who work to implement the human capital agenda where they live.

The individual selected for this position will have expertise in communications, stakeholder relationships, advocacy, event organization, and/or program strategy. Preferably, the individual will also have exposure to cross-cutting thematic areas such as financing for the social sectors, service delivery, integrated institutional and policy reforms protect and invest in people. The selected candidate will be working in a fast-paced environment and multiple workstreams. He or she must be highly collaborative, proactive and well-organized yet flexible to deliver high-quality outputs within tight deadlines.

Duties and Accountabilities:


• Lead development and implementation of a mid- to long-term strategy for the Human Capital Focal Point Country Network, including engagement of individual members and actionable steps toward network sustainability.
• Catalyze relationships with external partners (private sector, NGO, international, foundation, academia, etc.) to promote shared leadership on the human capital agenda and to highlight initiatives undertaken by other groups.
• Manage the Focal Point Knowledge Exchange series and ensure a strong calendar of events in consultation with team members and regional liaisons.
• Oversee overall engagement activities and work closely with subject matter experts to develop content on key topics relevant to HCP countries.
• Co-lead curation of cutting-edge knowledge and development of policy-oriented products (annual reports, policy briefs, notes, etc.) to inform stakeholder dialogue and to help country and regional teams mainstream the human capital agenda.
• Co-lead the substantive preparation and delivery of Human Capital Ministerial Conclaves.
• Co-lead on fundraising and engaging partners and working proactively to enlist collaboration and support across WBG for the Human Capital Umbrella Program.
• Support HCP Secretariat functions including agenda-setting, presentations, briefs and minutes for the WBG Senior Management, including the WBG Steering Committee on Human Capital.
• Contribute to external and internal knowledge sharing and knowledge management on HCP. Co-lead HCP progress reports and other corporate reports/initiatives.

Selection Criteria


• Required: Advanced degree in Strategic Communications, Public Relations, Public Administration, Public Policy, or similar, with at least six years relevant work experience.
• Outstanding interpersonal and communication skills in English, both written and verbal.
• Ability to lead multidisciplinary teams to produce high-quality work on multiple tasks under tight deadlines.
• Proven experience in organizing large-scale, high-profile events, particularly at the Annual and Spring Meetings of the World Bank, and excellent organizational skills, attention to detail.
• Experience managing World Bank Trust Funds.
• Demonstrated ability to build strategic relationships with external partners.
• Knowledge and experience with a wide variety of human capital issues.
