About the Opportunity
THE IDEAL CANDIDATE
The ideal Retirement Fiscal Manager candidate is someone who has a positive attitude, good communication skills, and strong technical skills. The ideal candidate is flexible with their workload and tasks, able to pivot to a new project quickly and effortlessly, and work well together in a team as well as individually.
THE POSITION
Under direction, manages and holds responsibility for the fiscal activities of the Stanislaus County Employees' Retirement Association (StanCERA) and manages staff responsible for a wide variety of accounting, reporting, member requests and recordkeeping activities; and assists in the planning and development of strategies. Supports StanCERA Director by managing projects, staff and other duties as assigned.
Unless otherwise provided, this position is part of the Unclassified Service of the County and considered "at will" for labor relations purposes. The individual selected will participate in the Stanislaus County Pay-for-Performance program, as well as receive additional benefits.

Incumbents may also be subject to overtime, standby, callback, weekend, holiday and shift assignments as identified in their MOU (Memorandum of Understanding).

Typical Tasks
  • Plans, organizes, leads, and manages staff as assigned; selects, assigns, orients, trains, supervises, and evaluates subordinate staff; recommends employee discipline as appropriate;
  • Prepares and administers StanCERA budget;
  • Maintains and updates complex retirement-related worksheets, schedules, tables, and accounts;
  • Supervises staff performing financial accounting and record-keeping and/or other department activities and workflows;
  • Oversees maintenance and control of essential accounting functions, assuring that financial output is accurate and complete and updated in a timely manner; maintains, balances, and reconciles retirement accounts; posts interest payments and adjustments as needed; updates and assures the accuracy of retirement tables and formulas;
  • Reviews and analyzes cash flow data;
  • Reconciles revenue and budget reports;
  • Projects the funding required for department administration and operation;
  • Recommends fund transfers and/or adjustments as needed to cover expenses and meet obligations;
  • Manages funding and communications with investment managers and StanCERA stakeholders;
  • Assures compliance with federal, state and local regulations and laws; assures the accuracy and timeliness of various reports, tax-related forms, and other documents; gathers data and performs complex analyses as appropriate;
  • Prepares and publishes the Annual Financial Report, as well as other reports required by County, State or Federal agencies;
  • Prepares audit materials and coordinates audit activities;
  • Analyzes audit results and prepares responses as appropriate;
  • Implements improvements as recommended and takes proactive action to ensure positive results;
  • Coordinates the preparation of the annual retirement system actuarial study;
  • Compiles data;
  • Evaluates system assets and liabilities;

  • Preparing employer notices of rate change, updating pension system;
  • Distributes annual report and popular annual report;
  • Creates and maintains procedures for all processes and supports team members in creating and maintaining documentation;
  • Takes leadership role regarding organizational process improvement;
  • Utilizes system automation wherever possible;
  • Provides positive support, training, development and mentoring for staff;
  • Invests time in improving knowledge and skills relevant to supporting StanCERA's mission;
  • Verifies and reconciles investment reports;
  • Posts appropriate figures that summarize investment activities;
  • Serves as a technical resource to investment managers and provides liaison between outside parties and the Association;
  • Oversees monthly retiree payroll including ensuring deductions and related financial processes are up to date, running payroll, preparing direct deposits and payments, sending withholding, and oversight of journal entries. This also includes preparing 1099s as needed. In conjunction with the benefits staff, updates, and tests annual Cost of Living Adjustment (COLA); oversees all lump-sum payments and all inbound and outbound financial transactions;
  • Promotes and maintains organizational controls;
  • Assists in the interpretation and application of regulations and laws governing retirement operations and benefits administration;
  • Attends Board of Retirement meetings;
  • Develop and/or contribute to Board agendas; may research and develop data for various purposes;
  • Review and analyzes legislation and regulations;
  • Monitors bill and court decisions which could impact the retirement system;
  • Review and interpret County Employee Retirement Law (CERL), reviewing and implementing changes in legislation and regulation and court decisions; and develops, recommends, implements, enforces, and reviews policies and procedures for division operations;
  • Ensures that internal and externally imposed program requirements are met;
  • Promotes transparency; keeps Director (and others as needed) informed of key activities and findings and escalates matters as appropriate;
  • Participates in StanCERA management meetings to assist in developing strategic goals and objectives and advises Director and management team on technical matters related to retiree and member benefits;
  • Participates in strategic planning and implementation of plan including participating in the development of the strategic plan; develops goals and objectives, monitors progress on a quarterly basis, reviews and refines organization structure, provides training for staff, and develops change management plans; and
  • Represents StanCERA staff in interaction with the Retirement Board, Employers, Members, the public and other stakeholders as requested.
Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience)

KNOWLEDGE
  • Principles, practices, methods and techniques of accounting, financial management, public administration, office management and investment management;
  • General provisions of the County Employees Retirement Act of 1937, the Public Employees Retirement System and other federal and state laws related to retirement;
  • Professional accounting standards, including but not limited to, generally accepted accounting and auditing principles (GAAP), standards set by the Governmental Accounting Standards Board (GASB); Financial Accounting Standards Board (FASB), and General Accounting Office (GAO);
  • Principles and methods of management, supervision, and training;
  • Computerized data maintenance and processing as applied to general ledgers and financial documentation;
  • Financial forecasting;
  • Preparation of financial statements; principles and practices of management and supervision;
