Duties

This position is in the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Office of People Science (OPS), Human Resources (HR), Awards and Performance. The incumbent serves as a supervisor and senior staff member and is responsible for providing technical advice and assistance in the assigned HR program areas to all levels of management within the agency. The incumbent is responsible for ensuring the development, execution, evaluation, and oversight of the complex HR Awards and Performance programs. The incumbent plans and carries out complete projects involving a specific HR area or broader areas and conducts studies to resolve controversial issues or problems at the national level. The incumbent serves as an Associate Director and advisor and has full technical authority for projects, studies, policy development, advisory services, and operational consistency in all HR areas.

Major Duties:

  • Establishes performance standards, ensures equity in performance standards developed by subordinates, and evaluates subordinates' performance.
  • Provides expert technical advice and assistance to all levels of management within the agency on complex HR issues or problems impacting the workforce.
  • Evaluates the overall effectiveness of the operation in terms of mission accomplishment; quality and quantity standards met; procedural, policy, and regulatory compliance; and technical competence.
  • Revises assignments or details employees to other duties as necessary to meet changing work situations, deadlines, or priorities.
  • Plans and drafts human resources management policies and guides to meet the needs and goals of the agency for use by HR and Service organizations across the organization.
  • Plans and carries out projects and studies to identify and resolve problems and responsible for the implementation of effective programs related to the Awards and Performance program areas.
  • Provides technical advice, assistance, and consultation to customers (face-to-face and telephonically) on a broad range of ongoing cases, problems, and policy questions involving subject matters relating principally to functional area.
  • Researches HR laws, policies, regulations and reference materials, analyzes information, selects appropriate approach and recommends corrective action.
  • Analyzes HR programs to determine appropriate improvements, amendments, changes and needs of the agency.
Work Schedule: Monday- Friday, 8:00 a.m.-4:30 p.m.

Compressed/Flexible: May be authorized

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Selected applicant must have secured office space at a VA/government facility prior to receiving an official offer.
