Summary

As Director of Human Capital Information Systems, the incumbent reports directly to the Executive Director, CEHRIS and responsible for managing, coordinating & integrating functional and systems analysis, as well as information management techniques relative to VA's stewardship of HR and payroll systems data. Must be highly experienced & knowledgeable of all VA HR disciplines, organizational functional areas & user needs & requirements to design, develop, maintain & manage specialized VA HRIS.



Duties
  • Manage, coordinate and integrate functional and systems analysis, as well as information management techniques relative to VA's stewardship of human resources (HR) and payroll systems data.
  • Highly experienced and knowledgeable of all VA human resources disciplines, organizational functional areas and user needs and requirements to design, develop, maintain and manage specialized VA HR information systems.
  • Direct HR information systems programs to ensure correct HR, benefits, and payroll outcomes for over 460K VA employees.
  • Manage the HR systems modernization program, provide oversight of requirements Integrated Product Teams (IPTs) with VA-wide participation. Ensure program documentation to comply with Federal Information Technology Acquisition Reform Act (FITARA) and VA's Acquisition Life-Cycle Framework (ALF). Manage required enhancements and changes for HR applications.
  • Direct the collection of benchmarks for reporting, inform training needs, and issue resolution. Ensure the accuracy and timeliness of reports for systems change advisory boards and higher-level governance processes. Direct the implementation of applicable regulations and instructions regarding access to computerized files, release of access codes, etc., established in the computer access agreement that the employee signs. Establish and implement HR information systems policies, procedures and processes that meet the needs of customers while supporting overall VA agency mission area responsibilities.
  • Supervise a team of employees and contractors, through subordinate supervisors with responsibilities to manage systems requirements, systems enhancements, and functional testing for nine VA Enterprise-wide HR systems.
  • Engage with customers and stakeholders across the VA, and other federal agencies, and contract vendors to ensure programs managed within HCIS meet VA HR mission needs, comply with all federal regulations and VA policies, and create a positive employee experience for system users. Work with executives from across the VA and at OPM to ensure new requirements are vetted, prioritized, and approved.
  • Direct activities and concerned with the application of business process reengineering, benchmarking, and implementation planning. Oversee the work of the Shared Services Provider to ensure that work is planned and executed accurately, on time, and within budget. The work may include, for example, directing activities such as program preparation of specifications related to inputs, outputs, flow, diagrams, decisions papers, decision logic tables testing, validating and documenting.
