Summary The position oversees diverse services and functions associated with Employee Education and Development, Health Professions Trainee Education, Mental Health Education, Clinical Informatics, and Connected Care (Virtual Care).

The position serves as an administrative subject matter expert and first-level supervisor for administrative personnel for these highly specialized sections.

Responsibilities Duties consist of the following, but are not limited to:

Serves as the formal supervisor and/or provides management oversight for administrative personnel with highly specialized skills within the Education Service.

Plans and distributes administrative work to be accomplished and is responsible for setting short- and long term goals across all sections of the department.

Responsible for oversight and management of administrative and operational matters within the department.

Uses comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of the highly specialized functions and services of the department, to include all administrative, fiscal, contractual, equipment, space, and other resource management, HR and credentialing functions.

Prepares mid-range (5 year) and short-range planning guidance in accordance with broad agency program policies and objectives.

Develops resource (staffing and funding) guidance for subordinate activities and performs continuous appraisal of the utilization of agency resources in accomplishing program objectives and goals.

Implements continuous process improvement utilizing LEAN, Six Sigma, and other improvement methodologies to meet and sustain goals and objectives in all areas of responsibility, to include customer service, fiscal, payroll, contracting, space and equipment, human resources, credentialing, union concerns, and all other administrative responsibilities of the Service.

Provides oversight of supply and equipment management including EIL responsibilities and certification of contract invoices. Serve as a Service liaison with all clinical and administrative services within OVAHCS.

Coordinates cross-organizational projects involving more than one service, more than one clinic location, and/or more than one federal agency and ensures completion of the projects within the prescribed time frame.

Develops and prepares the Service organizational strategic and business plans, making recommendations for strategies to improve highly specialized functions and operations and customer service.

Serves on process action teams and task forces of short duration to focus on specific process improvements or problem issues.

Monday-Friday 7:30am-4:00pm Telework: This position may be authorized for telework. Regular telework 3+days/PP. Telework eligibility will be discussed during the interview process.

Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/16/2024. Time-In-Grade Requirement:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:

Specialized Experience:

You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to:
Perform Work as a supervisor and/or provide management oversight for administrative personnel with highly specialized skills in Employee and Health Professions Trainee Education, Clinical Informatics, Mental Health Education, and Connected Care; Coordinate with Human Resource Management Service on all matters affecting employee personnel actions; Develops, modifies, and/or interprets performance standards for all supervised employees; Plans and distributes administrative work to be accomplished and is responsible for setting short and long-term goals; Experience serving as a contracting officer representative (COR) and oversees and/or initiates the development, execution and management of multiple high-dollar good and services contracts; Develops and implements administrative policies and process improvement strategies; Perform budget management and financial planning and forecasting

Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.
D.

or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Physical Requirements:
The work is mostly sedentary and occurs at a desk using a computer. Occasional review of equipment inventory or assessment of physical space allocations may be required. This may require identifying equipment and space throughout the facility. Light lifting may be necessary on an occasional basis.
