Utilities Manager

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Monitors and analyzes utility billings, revenues, and expenditures; performs utility rate modeling; recommends utility rates to management.
  • Participates in the development and implementation of goals, objectives, policies, and priorities for the division; recommends within department policy, appropriate service and staffing levels; recommends and administers policies and procedures.
  • Participates in the development, administration, and oversight of department budget; determines funding needed for staffing, equipment, materials and supplies; ensures compliance with budgeted funding.
  • Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of division, service delivery methods, and procedures; identifies opportunities and makes recommendations for improvement.
  • Manages contracted services and inter-agency agreements; prepares scope of work and any technical specifications; evaluates proposals and administers contracts to ensure compliance with City specifications and service quality within the division.
  • Conducts a variety of organizational and operational studies and investigations; recommends modifications to assigned programs, policies, and procedures, as appropriate.
  • Monitors changes in regulations and technology that may affect operations.
  • Prepares written financial and administrative reports, including communication and presentations to City Management.
  • Responsible for the maintenance of the Utility Billing software and works with software support to resolve system issues.

Education and Experience

  • Associate's degree in finance, business or related field, Bachelors preferred
  • 5 or more years of experience in Utility Billing or related field
  • At least 3 years supervisory/team lead experience of which two should be in municipal/government
  • 5 years of customer service experience
  • Incode Software experience preferred
  • Or equivalent skill, knowledge and experience
