Department Overview

The Electric Regulatory Compliance department is the external facing branch of the Electric Compliance organization.  We foster a respectful and accurate conversation between our major operational regulators and our functional business partners across Electric Operations and Engineering. 

 

Main functions of this department include the facilitation of audits, ownership of regulatory compliance dialog activities with our regulators, the establishment of corrective actions, and compliance best practice identification by our subject matter experts for each of the covered regulators. 

 

Regulatory agencies currently covered by this department include the California Office of Energy Infrastructure Safety (OEIS), the California Department of Forestry and Fire Protection (CAL FIRE), the California Public Utilities Commission (CPUC), the California Independent System Operator (CAISO), the Federal Energy Regulatory Commission (FERC), and other municipalities with concerns regarding electric transmission, distribution, and substation assets.

Position Summary

The successful candidate will provide program management support to wide-ranging issues and assignments, works independently with guidance only on complex issues, and may lead project teams within the organization.   The successful candidate:

  • Serves as the 2027 General Rate Case (GRC) witness assistant or co-assistant to the Director of Electric Regulatory Compliance for the funding of programs including regulatory compliance.
  • Develops and manages consistent intake, governance, monitoring, and reporting tools for the peer manager led teams reporting to the Direction of Electric Regulatory Compliance.
  • May work as an independent contributor to facilitate special case regulatory responses and testimony in accordance with department procedures.
  • Manages reporting metrics for electric regulatory compliance.
  • May develop or contribute to best practices, controls, and procedures to improve efficiencies and ensure regulatory compliance programs.

 

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although, we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.

 

A reasonable salary range is:​

Annual Minimum: $122,000

Annual Midpoint: $158,000

Annual Maximum: $194,000

 

Work Location 

This is a hybrid position headquartered in Oakland General Office. Current department expectation has staff in the office at least 1 day per week for regular work and additionally as needed for business needs, generally not to exceed 2 days per week. 

 

 

Job Responsibilities

  • Applies expert knowledge of Program Management to wide-ranging issues and assignments, works independently with guidance only on complex issues, and may lead project teams within the organization.
  • Demonstrates strategic leadership with both internal and cross-functional stakeholders to support organization goals.
  • Develops a program implementation plan with goals and milestones, articulates goals and mission to key stakeholder teams to assure development of deliverables that meet stakeholder needs, and provides direction on the overall program plan and goals.
  • Possess excellent written and verbal communication skills for leading meetings, documenting corrective actions, and following up with stakeholders and regulators.  Regulatory follow-ups will include testimony drafting, data response narratives, and regulator directed responses.
  • Maintains strong working relationships with all strategic programs and partners.

 

 

Qualifications

Minimum:

  • Bachelor’s Degree or equivalent experience
  • Job-related experience, 8 years
  • Previous experience in regulatory or financial areas.

Desired:

  • PMI-Project Management Institute PMP-Project Management Professional certification
  • Juris Doctor (JD) with compliance or legal experience.
  • Masters Degree in job-related discipline or equivalent experience
  • Program Management skillsets
  • Auditing or financial background
  • Adaptability to adjust to changing business dynamics and priorities and ability to work across multiple teams from different disciplines and backgrounds
  • Ability to communicate findings and recommendations to various levels of management
  • Demonstrated ability to manage or direct teams
  • Ability to work within a regulatory environment
  • Ability to assess and recommend solutions for assigned projects
  • Excellent written and verbal communication and interpersonal skills to develop and deliver presentations to various internal and external audiences
  • Knowledge of process improvement concepts, methods and best practices
