Job Overview:


L3Harris is in search of a Capture Program Manager who will serve as the primary point of contact for clients, grasp mission requirements, and collaborate with a high-caliber team of engineers and mission specialists to develop, integrate, and deploy mission solutions for the national security sector.

The ideal candidate will effectively partner with the Strategy & Business Development (S&BD) leadership, program management, technical, and functional teams to mentor capture teams in the pursuit, shaping, bidding, and securing of new business opportunities, while also acting as the capture subject matter expert.

This position is responsible for fostering and maintaining positive relationships between the organization and clients in strategic markets by building connections with key stakeholders at government agencies and target companies.


Key Responsibilities:
1. Lead and engage the Capture Team (Business Development, Program Management, Engineering, and others) from initial stages through to order confirmation.

2. Collaborate effectively with senior business development and program leadership, as well as program, technical, and other functional teams.

3. Drive the development and execution oversight of the Capture Plan.

4. Enhance team understanding of the client's mission, strategy, unmet needs, challenges, priorities, and critical requirements.

5. Lead the collection and evaluation of detailed competitive intelligence from various sources.

6. Exhibit the ability to influence the organization towards successful strategies, fostering trust and establishing credibility.

7. Oversee the proposal team, managing all facets of proposal development.

8. Prepare and supervise the execution of comprehensive proposal plans, schedules, and compliance matrices for assigned pursuits.

9. Coordinate and lead significant events such as Kick-off meetings, Presentation Strategy sessions, and Color Team reviews.

10. Demonstrate decisive leadership in implementing presentation strategy action plans to completion.

11. Recommend strategies and approaches for differentiation based on market insights and mission understanding.

12. Adhere to and leverage the L3Harris Business Acquisition Process along with associated tools and methodologies.

13. Responsible for managing and driving key performance indicators related to cost, schedule, and technical performance requirements.

14. Willingness to travel as required, with a minimum of 30% travel expected.

Qualifications:
1. Active Top Secret/SCI clearance with the ability to obtain Polygraph.

2. A minimum of 5 years of experience within the Intelligence Community.

3. Willingness to travel – up to 30%.


4. At least 7 years of experience in developing strategies that have resulted in successful program acquisitions.

5. A minimum of 7 years of prior experience managing programs within DoD or Intelligence Community organizations.


6. Bachelor's Degree with at least 12 years of relevant experience in business development, capture management, proposal, or program management; or a Graduate Degree with a minimum of 10 years of related experience; or, in lieu of a degree, a minimum of 16 years of relevant experience.


Preferred Skills:
1. Proven capability to lead indirect, cross-functional teams and resolve conflicts.

2. Self-motivated professional with the ability to drive projects to completion with minimal oversight.

3. Demonstrated expertise in competitive analysis, customer analysis, win strategy formulation, proposal leadership, and price-to-win analysis.

4. Proficient in estimating and managing pursuit and bid budgets effectively.
