Job Overview:

We are looking for a Capture Program Manager who will serve as the primary point of contact for our clients, comprehending their mission requirements, and collaborating with a talented team of engineers and mission specialists to design, integrate, and deploy solutions for national security challenges. The ideal candidate will effectively partner with leadership in Strategy & Business Development (S&BD), program management, and technical teams to guide capture teams in identifying, shaping, bidding, and securing new business opportunities, while also acting as the capture subject matter expert.

Key Responsibilities:

  1. Lead and engage the Capture Team (including Business Development, Program Management, Engineering, and others) from initial engagement through to order confirmation.
  2. Collaborate effectively with senior business development and program leadership, as well as technical and functional teams.
  3. Oversee the development and execution of the Capture Plan.
  4. Enhance team understanding of client missions, strategies, unmet needs, and critical requirements.
  5. Collect and analyze competitive intelligence from various sources, including Business Development, Engineering, Suppliers, and Industry Peers.
  6. Demonstrate the ability to influence organizational strategies toward successful outcomes, establishing trust and credibility with both teams and leadership.
  7. Lead the proposal team, managing all aspects of proposal development from initial assignment through to customer delivery.
  8. Prepare and manage detailed proposal plans, schedules, and compliance matrices for assigned pursuits.
  9. Coordinate and lead significant events such as Kick-off meetings, Presentation Strategies, and Color Team reviews.
  10. Exhibit decisive leadership in executing presentation strategies and transitioning win themes into proposal themes.
  11. Recommend differentiation strategies based on market insights and mission understanding.
  12. Adhere to and utilize the Harris Business Acquisition Process and associated methodologies.
  13. Manage and drive key performance indicators related to cost, schedule, and technical performance throughout the lifecycle of complex technical programs.
  14. Willingness to travel as necessary, with a minimum of 30% travel expected.

Qualifications:

  • Active Top Secret/SCI clearance with the ability to obtain a Polygraph.
  • 5+ years of experience within the Intelligence Community.
  • Minimum of 7 years of experience in developing strategies that have resulted in successful program acquisitions.
  • Minimum of 7 years of prior experience managing programs within a DoD or Intelligence Community organization.
  • Bachelor's Degree with at least 12 years of relevant experience in business development, capture management, proposal, or program management; or a Graduate Degree with a minimum of 10 years of related experience; or, in lieu of a degree, a minimum of 16 years of relevant experience.

  • Self-motivated professional capable of driving projects to completion with minimal oversight.
  • Demonstrated expertise in competitive analysis, customer analysis, win strategy development, and proposal leadership.
  • Ability to estimate and manage pursuit and bid budgets efficiently.
