We are in search of a Capture Program Management Lead who will serve as the primary liaison for our business, comprehending mission requirements, and collaborating with a talented team of engineers and subject matter experts to develop, integrate, and deploy solutions for national security.
The ideal candidate will effectively partner with leadership in Strategy & Business Development (S&BD), program management, and technical teams to mentor capture teams in the pursuit, shaping, bidding, and securing new business opportunities, while also acting as the capture subject matter expert.
This role is essential in fostering and maintaining positive relationships between our organization and clients in strategic markets by building connections with key stakeholders in government agencies and target organizations.
The successful candidate will possess extensive experience in capture program management, including a solid understanding of program execution, client missions, funding cycles, and financial performance. The program manager will also lead the execution of awarded programs as the portfolio head.
Key Responsibilities:
• Lead and engage the Capture Team (Business Development, Program Management, Engineering, etc.) from initial phases through to order confirmation.
• Collaborate effectively with senior business development and program leadership, as well as technical and functional teams.
• Oversee the development and execution of Capture Plans.
• Enhance team understanding of the client's mission, strategy, unmet needs, and key requirements.
• Drive the collection and evaluation of competitive intelligence from various sources, including Business Development, Engineering, Suppliers, and Industry Peers.
• Demonstrate the ability to influence organizational strategies, building trust and credibility with both team members and leadership.
• Lead the proposal team, managing all aspects of proposal development (writing, editing, illustration, production, etc.) from the assignment of RFP through to delivery and receipt by the client.
• Coordinate and lead significant events such as Kick-off meetings, Presentation Strategy sessions, and Color Team reviews.
• Exhibit decisive leadership in executing presentation strategies, transitioning win themes into proposal themes through storyboarding and workshops.
• Adhere to and leverage the Harris Geospatial Solutions Business Acquisition Process and associated methodologies.
• Manage and drive key performance indicators related to cost, schedule, and technical performance throughout the lifecycle of complex technical programs to meet and exceed revenue and profit goals.
• Willingness to travel as necessary, up to 30%.
Qualifications:
• Active Top Secret/SCI clearance with the ability to obtain Polygraph.
• 5+ years of experience within the Intelligence Community.
• Willingness to travel – up to 30%.
• Minimum of 7 years of experience in developing strategies that have led to successful program acquisitions.
• At least 7 years of prior experience managing programs within DoD or Intelligence Community organizations.
• Bachelor's Degree with a minimum of 12 years of relevant experience in business development, capture management, proposal, or program management; or a Graduate Degree with a minimum of 10 years of related experience; or, in lieu of a degree, a minimum of 16 years of relevant experience.
Preferred Skills:
• Proven ability to lead cross-functional teams and resolve conflicts effectively.
• Self-motivated professional capable of driving projects to completion with minimal oversight.
• Demonstrated expertise in competitive analysis, customer analysis, win strategy development, proposal leadership, and pricing strategy analysis.
• Experience in estimating and managing pursuit and bid budgets efficiently.
