The Position: Housing Case Manager, SSVF

Key Responsibilities: You will support Veterans in the Supportive Services for Veteran Families (SSVF) program within the Greater Richmond Continuum of Care (CoC) by facilitating their access to and maintenance of permanent housing through a Housing First approach. Your role will involve direct engagement in assessing the needs of clients facing homelessness or at risk of it, as well as referring, linking, and monitoring the effectiveness of community services to enhance housing stability and quality of life.

  • Oversee the eligibility and screening process for very low-income veteran families, reviewing applications and providing guidance to help families develop a plan for achieving and maintaining self-sufficiency.
  • Deliver housing stabilization case management services, including the creation of personalized housing support plans with specific goals, objectives, and timelines, while coordinating services with other community providers as necessary.
  • Collaborate with mainstream community resources to ensure continuous support services that promote permanent housing stability.
  • Conduct comprehensive housing barrier assessments, budgeting, and action planning for each participant in the program.
  • Engage regularly with housing location providers to ensure effective coordination of landlord outreach, retention, and recognition efforts.
  • Establish and maintain professional relationships with housing providers, including realty brokers/agencies, private landlords, public housing authorities, social services, government agencies, and other stakeholders to enhance service delivery.
  • Assess housing affordability and perform habitability and lead-based paint inspections.
  • Assist individuals in securing and maintaining employment to increase their income for long-term housing stability.

Qualifications:

  • A Bachelor’s degree in human services is preferred, along with at least one year of experience working with low-income and/or homeless adults.
  • Familiarity with the Veterans Service System and military culture is strongly preferred.
  • HQS inspection certification or the ability to obtain it within three months of employment is required.
  • Knowledge of case management practices, Fair Housing laws, and landlord/tenant law is essential.
  • Strong interpersonal skills and effective oral and written communication abilities are necessary.
  • Attention to detail, along with the ability to plan, prioritize, multitask, and meet deadlines, is crucial.
  • Proficiency in computer skills, particularly with Microsoft Office programs, is required.
  • Experience with HUD VASH vouchers is preferred.
  • A valid VA Driver's license and reliable transportation are necessary, as travel may be required.
